4 <br /> <br /> Ms. Judy Mueller, Director of Publ ic Works, said that the maximum amount <br />possible will be stored at the current rate. <br /> <br /> Ms. Scott said that the rates will be adjusted monthly. <br /> <br /> Responding to a question from Mr. Caravati, Ms. Scott said that the working <br />capital is there to ensure that bill s can be paid. <br /> <br /> Ms. Richards noted that the toilet rebate program has been successful and was a <br />factor in water conservation. She said a citizen suggested considering a rebate for front <br />loading washing machines as well. <br /> <br /> Ms. Scott said that front loadin g washing machines do save water, but they cost <br />between $800 and $1,300 and could be moved when people move. She said toilets only <br />cost $100 and stay with the house. She said that offering the washing machine rebate <br />could be offered if the rates go down. <br /> <br /> Responding to a question from Ms. Richards, Ms. Mueller said that rainwater <br />collection is encouraged by Rivanna Water and Sewer Authority. <br /> <br /> Mr. Lynch asked if there is a way to purchase more storage for gas and buy more <br />now while the price is low. <br /> <br /> Ms . Mueller said we may be able to purchase additional storage but at a higher <br />price. <br /> <br /> Mr. Lynch said he has no objection to acting on the rates, but he has a number of <br />questions about the Rivanna Water and Sewer Authority budget. <br /> <br /> Mr. Schilling said that while the intention is good, he does not believe seasonal <br />rates are a good idea as City residents end up subsidizing University students in the <br />summertime. He said rates are also going up when rents are being set which results in <br />higher rents because of summer rates. Mr. Schilling said that three years ago the City's <br />rates were in the bottom quarter and now are the second highest locality in the State and <br />he is concerned about that. He noted that there is a conservation budget of $288,000 and <br />while that is a good idea on face value, these efforts are driving the cost. He said this is a <br />time when conservation is not necessary. He said he feels it is more reasonable to <br />conserve when necessary since conserving drives costs up. <br /> <br /> On motion by Mr. Lynch, se conded by Ms. Richards, the ordinance entitled <br />"AN ORDINANCE TO AMEND AND REORDAIN CHAPTER 31 (UTILITIES) OF <br />THE CODE OF THE CITY OF CHARLOTTESVILLE, AS AMENDED, RELATING <br />TO UTILITY RATES" was offered and carried over to the next meeting for <br />considerati on. <br /> <br />
