5 <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the ordinance entitled "AN <br />ORDINANCE TO AUTHORIZE THE LEASING OF CITY PUBLIC RIGH T OF WAY <br />ON WEST MAIN STREET (DOWNTOWN MALL) TO OMNI CHARLOTTESVILLE <br />VIRGINIA CORPORATION," was offered and carried over to the next meeting for <br />consideration. <br /> <br />PRESENTATION <br />: DIRECTOR OF STRATEGIC PLANNING - REFLECTIONS ON <br />30 YEARS <br /> <br /> Mr. Cox said that Mr. Satyendra Huja, Director of Strategic Planning, is retiring <br />after 31 years with the City. He said he has been an extraordinary resource and has <br />framed how Charlottesville has changed over the years. <br /> <br /> Mr. Huja gave a power point presentation showing chan ges to Charlottesville <br />during his tenure with the City. Mr. Huja said that he has taken the opportunity to "think <br />outside the box." <br /> <br /> Mr. Cox said that Charlottesville is more cosmopolitan and cultured because of <br />Mr. Huja, and he has been a model of citiz enship and professionalism. <br /> <br /> Mr. O'Connell said Mr. Huja has been a caring person, a mentor, and is world <br />class. <br /> <br /> Mr. Caravati said that Mr. Huja inspired creative tension. <br /> <br /> Ms. Richards said Mr. Huja has been a good friend and was the one who <br />encourage d her to originally apply for the Planning Commission. She said he is <br />legendary for his patience, persistence and compromise, and has adapted to different <br />models of urban planning. <br /> <br /> Mr. Lynch said Mr. Huja has had a great impact on the City. <br /> <br /> Mr. Schill ing thanked Mr. Huja for his service. <br /> <br />DISCUSSION <br />: OUTGOING COUNCILORS COX AND RICHARDS <br /> <br /> Mr. Cox and Ms. Richards had an informal conversation about their eight years <br />on Council. They said their baptism on Council was the town reversion issue. They sai d <br />City neighborhoods have been turned around and now every neighborhood is attractive. <br />They discussed the extensive Comprehensive Plan process and adoption of the new <br />zoning ordinance, participation from the business community, creation of new training <br />op portunities, and community support for education. They said that staff has been great <br />to work with throughout their time on Council. <br />
