NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, March 1, 2004 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2 - 3172 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - March 1, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Mr. <br />Caravati, Mr. Lynch, Mr. Schilling. Noes: None. Absent for the vote: Mr. Cox and Ms. <br />Richards) to meet in closed session for discussion and consideration of the disposition o f <br />city - owned real property on Monticello Avenue and on Charlton Avenue, where <br />discussion in an open meeting would adversely affect the bargaining position or <br />negotiating strategy of the City, as authorized by Section 2.2 - 3711(A)(3) of the Virginia <br />Code; an d consultation with legal counsel and briefings by staff members regarding <br />probably litigation related to the installation of traffic controls; and consultation with <br />legal counsel regarding (1) the settlement agreement in a lawsuit involving the Ivy <br />Landfi ll; and (2) a proposed settlement of a workers' compensation claim, all as <br />authorized by Section 2.2 - 3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the m otion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER - March 1, 2004 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards , Mr. Schilling. <br /> <br />PUBLIC <br /> <br /> Ms. Loes von Riel, representing the McGuffey Arts Center, reviewed <br />programming at McGuffey during the past year. <br /> <br />Ms. Allison Ewing, 1900 Chesapeake Street, asked if the new sidewalk proposed <br />for Chesapeake Street remains a prior ity. <br /> <br /> Ms. Ida Lewis, Mr. Jessie Williams, Ms. Lelia Brown, Mr. William Brown, and <br />Ms. Mary Stars Anderson, representing the Jefferson School Alumni, presented a check <br />for the Community Scholarship Fund in honor of Priscilla Whiting. <br /> <br /> Ms. Amy Lankford, 16 21 Mulberry Avenue, parent of a child receiving speech <br />pathology services through the school system, expressed concern that a half time speech <br />pathologist will be eliminated in the school budget. She said it is a very valuable service <br />and asked that the p osition be reinstated. <br /> <br /> Ms. Amy Spence, 714 Northwood Avenue, owner of a business on Grady <br />Avenue, asked that Council stop the sale of land for the proposed Preston Commons <br />project. She said the marketplace has spoken for a second time, noting that no re sponses <br />were received when the City originally asked for RFPs and only one response was <br />
