He said there were two charges befo re Council, one he presented and
one presented by Mr. Schilling. He said his charge contained a number of bulleted items.
He said that following the meeting, the City Attorney interpreted the motion and vote to
have been Mr. Schilling's amended charge. Mr. Cox said that he thought that he was
voting on the charge including the bullets that he presented. Given his personal
confusion, he said he wanted the opportunity to take it up when he is more alert. He said
the question is whether to broadly ask the Task Force to evaluate the issue or to
enumerate the specifics.

Mr. Schilling said Mr. Cox sets the agenda and it was his decision to put it on late.
If said if we are not responsible for paying attention we should terminate meetings at a
certain time. Mr. Schilling said that one Councilor abstained on the vote and one voted
against the charge. He said we should proceed with what was duly moved, seconded and
voted on. Mr. Schilling made a motion to that effect.
