4 <br /> Mr. Lynch seconded Mr. Schilling's mo tion and asked that the charge be amended <br />to add a fourth bullet, "to explore other best practices relating to representation of <br />citizens, including but not limited to remuneration and term limitation." <br /> <br /> Mr. Schilling said he is willing to accept Mr. Ly nch's amendment. <br /> <br /> Mr. Cox asked why we would not want a more comprehensive structure. <br /> <br /> Mr. Schilling said he believes this is how the Task Force ought to be structured, <br />and they should be given a general idea of what they are looking at, not pre - prescrib ed <br />items. He said they should look at the subject in its totality with a broad charge. <br /> <br /> Ms. Richards said she agreed with Mr. Conover at the last meeting that the charge <br />should be close to the original charge in 1980. She said there is considerable brai n trust <br />on the Task Force and the resource members are powerful. She said she would rely on <br />their judgment rather than structuring the charge point for point. <br /> <br /> Mr. Caravati said he will support this, and said he was totally lost during the last <br />discussio n. He said there has not been much public attention to this issue and it is akin to <br />a constitutional change and not to be taken lightly. He said he hopes the issue will be <br />discussed very much in the public. <br /> <br /> Mr. Schilling called the question and said Co uncil had an extended discussion last <br />time. <br /> <br /> Mr. Cox said he will support the charge, but would like to put the issue into <br />perspective. He said that in the past Council has been very clear about the context of <br />items they wanted studied, and cited the Art s and Culture Task Force, Housing Policy <br />Task Force and Jefferson School Task Force as examples. Given the critical importance <br />of the issue, he expressed concern about leaving it to the discretion of the Task Force. He <br />said this is a radical departure to the way we have crafted charges. <br /> <br /> The charge for the Task Force, as approved at the previous meeting, and amended <br />by Mr. Lynch, was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. <br />Lynch, Ms. Richards, Mr. Schilling. Noes: None. <br /> <br />COUN CIL ELECTIONS STUDY TASK FORCE <br />Charge: <br /> <br />1) Explore the concept of directly electing the mayor. <br /> <br />? ? <br />Evaluate any relevant data that has been assembled by jurisdictions that have <br />considered, gone to, or have systems where mayors are directly elected. <br /> <br />2) Explore the concept of restructuring the Council election by wards or a combination <br />of wards and at - large. <br /> <br />? ? <br />Evaluate any relevant data that has been assembled by jurisdictions that have <br />considered, gone to, or have a ward system. <br /> <br />3) Explore the concept of enlarging the number of Council members. <br /> <br />? ? <br />Evaluate any relevant data that has been assembled by jurisdictions that have <br />considered, gone to, or have increased their number of Council members. <br /> <br />4) Explore other best practices relating to representation of citizens, includi ng but not <br />limited to remuneration and term limitation. <br /> <br />Membership: * <br /> <br />Democratic party representative <br />Republican party representative <br />
