REPORT ADOPTED RE: <br />UTILITY LINES TO SERVE <br />AREAS ADJACENT TO <br />NEW CiTY LIMITS <br /> <br />ORDINANCE ADOPTED RE: <br />CH. 11~ SEC. 15 <br /> <br />ORDINANCE CARRIED OVER RE= <br />CHAPTER 30. <br /> <br />NOVEMBER 14~ 1962 <br /> <br />To THE MEMBERS OF THE COUNCIL <br />CITY OF CHARLOTTESVILLE) VIRGINIA <br /> <br />GENTLEMEN: <br /> <br /> WE RECOMMEND THAT' THE CITY ACCEPT AND CONSIDER APPLICATIONS FOR <br />CITY UTILITY LINES TO SERVE AREAS IMMEDIATELY ADJACENT TO THE NEW <br />CITY LIMITS~ PROVIDED THAT: <br /> <br />THE CITY PLANNING COHMISSION ADVISES THAT THE PROPERTY TO <br />BE SERVED IS LOCATED WITHIN AN AREA WHICH IS LIKELY TO BE <br />ANNEXED BY THE CITY IN THE REASONABLY NEAR FUTURE~ <br /> <br />THE ClTYIS DISTRIBUTION OR COLLECTOR LINES ADJACENT TO THE <br />AREAS TO BE SERVED ARE OF SUFFICIENT SIZE SO AS TO NOT RESTRICT <br />THE SUPPLY OR USE BY CITY RESIDENTS~ <br /> <br />CITY UTILITY LINES NAY NOT BE INSTALLED IN A NEW SUBDIVISION <br />UNTIL SUCH SUBDIVISION HAS BEEN APPROVED BY THE PLANNING <br />COMMISSION OR COMMISSIONS HAVING JURISDICTION~ AND THE OWNER <br />OR SUBDIVIDER AGREES <br /> <br />(I) To DEVELOP THE SUBDIVISION TO MEET THE REQUIREMENTS <br /> oF T.E COUNTY SUBDIVISION ORDINANCE, <br /> <br />(2) TO GRAOE ALL STREETS TO A MINIMUM WIDTH OF FIFTY (50)* <br /> FEET) WITH ALL SLOPES AND FILLS OUTSIDE OF THE FIFTY <br /> FEET~. <br /> <br />(3) To PAVE ALL STREETS TO A MINIMUM WIDTH OF THIRTY (30) <br /> FEET~ AND <br /> <br />(4) To INSTALL PROPER DRAINAGE. <br /> <br /> ALL STREET IMPROVEMENTS MUST BE MADE TO MEET THE STANDARDS OF <br />THE STATE HIGHWAY DEPARTMENT. <br /> <br />ALL DISTRIBUTION AND COLLECTOR LINES TO SERVE OUTSIDE THE CITY <br />SHALL BE INSTALLED BY AND AT THE EXPENSE OF THE SUBDIVIDER OR <br />OWNER~ AND SHALL BE OF MATERIALS APPROVED BY THE CITY MANAGER~ <br />AND SHALL BE INSTALLED TO MEET THE CITY~S SPECIFICATIONS. <br /> <br />THE OWNER OR SUBDIVIDER MUST AGREE TO DEDICATE TO THE CITY ALL <br />RIGHTS OF WAY IN WHICH CITY UTILITY LINES ARE INSTALLED UNLESS <br />THEY ARE INSTALLED IN A PUBLIC RIGHT OF WAY~ AND MUST AGREE TO <br />DONATE ALL DISTRIBUTION AND COLLECTOR LINES TO THE CITY AFTER <br />THEY ARE INSTALLED, <br /> <br />ALL APPLICANTS FOR CITY UTILITY SERVICES MUST EXECUTE A COUNTY <br />WATER OR SEWER CONTRACT WITH THE CITY BEFORE A SERVICE CONNECTION <br />CAN BE MADE. <br /> <br /> WE FURTHER RECOMMEND THAT THE COUNCIL RESERVE THE RIGHT TO DISCONTINUE THIS <br />POLICY AT ANY TIME~ AND TO REFUSE ANY APPLICATION. EACH APPLICATION SHALL BE <br />CONSIDERED ON ITS MERITS AND NO PROPERTY OWNER SHOULD TAKE FOR GRANTED THAT CITY <br />UTILITIES WILL BE HADE AVAILABLE UNTIL THE COUNCIL HAS OFFICIALLY PASSED ON THE <br /> <br />MATTER. <br /> <br /> THE FOREGOING REQUIREMENTS ARE NOT INTENDED TO AFFECT THE EXISTING POLICY <br />OF CONSIDERING ANY APPLICATION FOR INDUSTRIAL DEVELOPMENT OUTSIDE OF THE CITY <br />LIMITS. <br /> <br />RESPECTFULLY SUBMITTED~ <br /> <br />B.
