THE EVALUATION AND ECONOMIC FACTORS SET FORTH IN THE CONSULTING <br /> ENGINEERS~ REPORT DATED OCTOBER~ 1963, AND <br /> <br /> 2. THE DIRECT ECONOMIC BENEFIT WHICH WILL ACCRUE TO THE CITY OF <br /> CHARLOTTESVILLE AND THE UNIVERSITY OF VIRGINIA WITH A COMBINED POPULATION <br /> OF APPROXIMATELY 4~,000 PERSONS, AND <br /> <br /> 3. THE DETRIMENTAL OR ADVERSE ECONONIC EFFECT WHICH LINE 'B' AND <br /> <br /> 'CB' WOULD HAVE ON THE EXISTING AND FUTURE RESIDENTIAL DEVELOPMENT IN <br /> THE NORTHERN PART OF THE CITY AND THE AREA ADJOINING THE PRESENT CITY <br /> LIMITS~ AND <br /> <br /> 4. LINE 'C' WOULD PROVIDE A BY-PASS ON THE SOUTHERN AND EASTERN SIDE <br /> <br /> OF THE CITY AND WOULD COHPLETE A BY-PASS AROUND THE ENTIRE CITY SINCE A <br /> LIMITED ACCESS ~Y-PASS OR DISTRIBUTION ROAD WILL SOON BE COMPLETED FROM <br /> ROUTE 2~ SOUTH ALONG THE WESTERN AREA OF THE CITY TO JOIN WITH THE EXISTING <br /> ROUTE 250 LIMITED ACCESS BY-PASS OR DISTRIBUTION ROAD ON THE NORTH SIDE OF <br /> THE CITY, AND <br /> <br /> 5. LINE ITC" THROUGH THE INTERCHANGE AT ROUTE 20 SOUTH WILL PROVlBE <br /> EXCELLENT SERyl'CE TO THE MORE THAN 1./4 MILLION TOURISTS WHO ANNUALLY VISIT <br /> ~R. JEFFERSON'S HOME, '~ONTICELLO~ AND TO ASH LAWN AND ~ICHIE TAVERN~ AND <br /> <br /> 6. THIS SAME INTERCHANGE WOULD PROVIDE EXCELLENT SERVICE TO THE TOWN <br /> <br /> OF SCOTTSVILLE AND AREAS SOUTH OF CHARLOTTESVILLE SERVED BY ROUTE 20, AND <br /> <br /> 7. LINE "C' BETWEEN ROUTE 20 AND 29-29A SOUTH WOULD PROVIDE A FAST <br /> <br /> AND ALMOST DIRECT ROUTE BETWEEN '~ONTICELLO' AND THE UNIVERSITY OF VIRGINIA <br /> AND WOULD EL.ININATE THE NECESSITY OF A PROPOSED STREET BETWEEN THESE T~O <br /> POINTS AND AS IS SHOWN ON THE CITY'S MASTER PLAN, AND <br /> 8. IF LINE .~- OR 'CB' WAS APPROVED FOR THE LOCATION OF ROUTE 64 IT <br /> WOULD, WITHIN THE IMMEDIATE FUTURE, BE NECESSARY TO CONSTRUCT A ROUTE 20 <br /> ~Y-PASS ON THE EAST SIDE OF THE CITY IN ORDER TO TAKE CARE OF THE TOURIST <br /> TRAFFIC TO '~ONTICELLO'~ AND OTHER SHRINES ALONG WITH THE GROWING COMMERCIAL <br /> AND REGULAR TRAFFIC FROM THE AREA WHICH IS SERVED BY ROUTE 20 SOUTH, AND <br /> 9. THE MAIN SERVICE TO THE CITY WO~LD BE THROUGH THE INTERCHANGE ON <br /> <br /> 29 NORTH IF LINE 'B' OR ~C~' WERE APPROVED AND THIS WOULD NOT BE SATISFACTORY <br /> BECAUSE ROUTE 29 IS ~OW OVERCROWDED AT PEAK HOURS IN THE NORTHERN PART OF <br /> THE CITY DUE TO THE HEAVY COMMERCIAL DEVELOPHENT AND THE LOCATION OF THE <br /> UNIVERSITY qF VIRGINIA AND THEREFORE IT WOULD BE NECESSARY TO CONSTRUCT <br /> ANOTHER INTERCHANGE A FEW MILES WEST OF ROUTE 2~ AND CONSTR~CT A LIMITED <br /> ACCESS ROAD FROM THIS INTERCHANGE TO CONNECT WITH THE PRESENT 2~0 ~Y- <br /> <br />PASS~ AND <br /> <br /> <br />
