NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, July 20, 2004 AT 7:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Discussion of Council operational policies and appointments <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br /> BASEMENT CONFERENCE ROOM - July 20, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />Meeting Times/Dates <br /> <br /> Council discussed moving the regular Council meeting to an earlier time, and it <br />was agreed that a public hearing will be held on September 7th on moving the meetings to <br />a start time of 7:00 p.m. <br /> <br /> Dr. Brown asked how often we need to schedule closed meetings and if there is an <br />advantage to holding them before or after the regular meeting. <br /> <br /> Mr. Schilling said he prefers holding closed sessions before the meetings in order <br />to have more open and transparent government, and because we often announce action <br />after the closed session. <br /> <br /> Dr. Brown said his goal is to hold regular meetings to three hours, and suggested <br />that the issue of when to hold closed sessions be revisited once Council agrees on the <br />starting time of regular meetings. <br /> <br /> Dr. Brown suggested setting a regular date for work session to only be used as <br />needed. <br /> <br /> Mr. Lynch said he thinks that makes sense. <br /> <br /> <br />
