26 <br /> <br /> Mr. Lynch noted that City Link will help in the future with constituent <br />complaints. <br /> <br /> It was agreed that Councilor's requests for information from staff will be <br />circulated to Council every week or two weeks, but will not be attributable. <br /> <br /> Dr. Brown said that some Councilor requests of staff take a little time, and some <br />requests take a lot of time, and asked whether there should be at least two people <br />agreeing to the request in order to justify time spent by staff. <br /> <br /> Mr. Schilling said he is very much opposed to that, and feels it is contrary to <br />public policy. <br /> <br /> Dr. Brown suggested that staff inform Council about the amount of time it takes <br />to respond to Councilor's requests. <br /> <br /> Mr. Lynch noted that it is policy that staff work for Council, not individual <br />Councilors. <br /> <br /> Ms. Hamilton suggested that time spent by staff be tracked for a couple of <br />months, and Council agreed. <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Lynch, Council voted to go into <br />closed session (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: <br />None. Absent: Mr. Caravati) for discussion and consideration of the acquisition of real <br />properties located on High Street and adjacent to the proposed Juvenile Court parking <br />garage for a public purpose, where discussion in an open meeting would adversely affect <br />the negotiating strategy of the City, as authorized by Section 2.2-371 l(A)(3) of the <br />Virginia Code. <br /> <br /> On motion by Mr. Schilling, seconded by, Mr. Lynch, Council certified by the <br />following vote (Ayes: Mr. Mr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: <br />None. Absent: Mr. Caravati) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br />The meeting was adjourned. <br /> <br />President Clerk <br /> <br /> <br />
