Noes: Dr. Brown, Mr. Caravati, Mr. Lynch. <br /> <br /> The ordinance entitled "AN ORDINANCE APPROVING LEASE AGREEMENT <br />FOR RAGGED MOUNTAIN RESERVOIR TENANT HOUSE" was offered and carried <br />over to the following meeting. <br /> <br />PUBLIC HEARING/ORDINANCE: CONVEYANCE OF CITY RIGHT OF WAY <br />AT MONTICELLO AND DRUID AVENUE <br /> <br />The public hearing was opened. <br /> <br /> Mr. Landon Harris, 219 Druid Avenue, requested that Council convey the <br />property without compensation. He said he has maintained the property for two years <br />and will consider donating space for a sidewalk and curb and gutter to offset the cost. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Brown said that the City does not use the property and will retain an easement <br />for a water line. He said it is difficult to calculate the cost until a survey is done. He said <br />the City Assessor valued the property at $6,000 if no property is needed for a sidewalk. <br /> <br /> Mr. Caravati made a motion to approve the ordinance, and Mr. Lynch seconded <br />the motion. <br /> <br /> Mr. Lynch said that having the property owner fix the drainage and provide a <br />sidewalk are compelling reasons not to charge for the property, if the City can get <br />assurances of this and that they would be done to City specifications. <br /> <br /> Mr. Schilling asked for information on the actual amount of footage needed for a <br />sidewalk and the value for the City to construct. <br /> <br /> The ordinance entitled "AN ORDINANCE AUTHORIZING THE <br />CONVEYANCE OF CITY-OWNED PROPERTY AT THE INTERSECTION OF <br />MONTICELLO AVENUE AND DRUID AVENUE TO LANDON AND SUZANNE <br />HARRIS" was offered and carried over to the next meeting for consideration. <br /> <br />REPORT: CITY OF CHARLOTTESVILLE STRATEGIC BUS1NESS PLAN <br /> <br /> Mr. O'Connell said City staff have made a commitment to set up a long-term <br />financial plan. He said it will take three years to complete the analysis. He provided a <br />power point presentation showing historical trends and long-term forecasts. Mr. <br />O'Connell proposed the following guidelines to be adopted by Council: Do everything <br />possible to preserve our AAA bond rating; Continue to provide excellent customer <br />services at the highest quality level, but within spending limits and by setting priorities; <br />Limit growth in real property tax to no more than 5% annually; Develop operating <br />budgets so we operate at or under revenue growth projections; Coordinate process with <br />City Link, to be used as a tool for quality customer service, cost reduction and service <br />efficiency; Develop a process that involves employees, Council, and the community; This <br />is not business as usual. All things are on the table. <br /> <br /> Mr. Hamilton said it appears that the public will have an interest in the charts <br />contained in the presentation, and asked how they can be made available. <br /> <br />Mr. O'Connell said it can be put on the website and sent electronically. <br /> <br /> <br />
