22 <br /> <br /> Mr. Lynch said he would like to spend more time looking at underlying drivers of <br />costs. He said this was recognized in reversion discussions several years ago, but <br />Council figured out how to pay for rising social service costs. He said it comes down to <br />poverty and varying degrees of dysfunction. He said we need to get people out of <br />poverty and dysfunction, and need real systemic changes. <br /> <br /> Mr. Schilling thanked staff for their work. He said it is important information and <br />he is pleased to see it come forward now. He said he is struck by the differences in slides <br />4 and 5 and thinks we need to look carefully at cost drivers. He noted that there is a <br />cumulative budget shortfall of $25 million for FY 2006-2010. <br /> <br /> Mr. Caravati said Council has seen this information many times and it is <br />refreshing that staff is committed to taking a more business like approach in planning for <br />the future. He said he hopes Council can make changes that are appropriate. <br /> <br />Ms. Hamilton said she agrees with comments made by Councilors. <br /> <br /> Dr. Brown said that as we move forward we should think of ways to involve the <br />public in decision making. <br /> <br />APPOINTMENT: CHARLOTTESVILLE REDEVELOPMENT AND HOUSING <br />AUTHORITY <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, Ms. Kendra Hamilton was <br />appointed to a one-year term on the Charlottesville Redevelopment and Housing <br />Authority by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. <br />Lynch, Mr. Schilling. Noes: None. This term will expire on June 30, 2004. <br /> <br />ORDINANCE: REZONING COMMERCE STREET AND 6TM STREET TO PUD (2nd <br />reading) <br /> <br /> Mr. Caravati said he is interested in deferring this rezoning in light of issues that <br />came to his attention on Friday. He made a motion to defer the rezoning, and Mr. <br />Schilling seconded the motion. <br /> <br />Dr. Brown asked what additional information Councilors want. <br /> <br />Mr. Caravati said he has submitted questions to Mr. Tolbert. <br /> <br /> Mr. Lynch asked about the project starting date and whether the deferral will <br />cause a hardship. <br /> <br /> Ms. Mary Joy Scala, Planner in Neighborhood Development Services, said she <br />does not know if it will cause a hardship. <br /> <br />Mr. Lynch asked why it should be deferred. <br /> <br /> Mr. Schilling said he feels deferral is appropriate in order to obtain more <br />information as he does not feel the information received is sufficient to make a decision. <br />He said he would like to see answers to Mr. Caravati's questions. <br /> <br /> Mr. Caravati said he has talked with neighbors who are against the rezoning and <br />reread the minutes of the Planning Commission meeting. He said he is dismayed about <br />how the development aligns with the PUD ordinance and Comprehensive Plan. <br /> <br /> Mr. Lynch said he is ready to approve the rezoning, but expressed concern that <br />the drawing presented of the proposal shows a different scale than what he saw before. <br />He asked what the true sense of scale is. <br /> <br />Ms. Scala said the project is 34' high. <br /> <br />Mr. Caravati said he believes the project is 40' high on Commerce Street. <br /> <br /> <br />
