NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, July 16, 2004 AT 12:00 noon IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon Meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - July 16, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> Ms. Dede Smith, Chair of the School Board, explained that Clark School did not <br />make Adequate Yearly Progress (AYP), and therefore school choice must be offered to <br />Clark School students. <br /> <br /> Dr. Scottie Griffith, School Superintendent, said that two parent forum have been <br />held to discuss the issue, and tutoring has been offered. <br /> <br /> Mr. Harley Miles, School administrative staff, said that in order to achieve <br />Adequate Yearly Progress schools must have a pass rate of 61% in English and 59% in <br />Math, a three year average at this rate, or "safe harbor," where the rate has to be shown to <br />be improved by 10% each year. He said that Clark does not meet AYP in English in any <br />of the categories. He said that the first sanction is to offer school choice. <br /> <br /> Ms. Artie Dimberg, School administrative staff, said that preference for school <br />choice is given to the lowest achieving and low income students. She said that almost all <br />the special education children will be eligible for choice. She explained that if after two <br />years Clark meets AYP families can stay in the new school, but must provide their own <br />transportation. <br /> <br /> <br />
