58 <br /> <br /> Chief Longo said that Friendship Court property management has employed off- <br />duty police officers, predominantly in the evenings. He said that National Housing <br />Trust's insurance company has informed them that they will no longer allow <br />indemnification with off-duty police. He said they have worked with the insurance <br />company and they will allow it to be run as a secondary employment, and Friendship <br />Court will reimburse the City for overtime. He said this will be subject to annual review. <br /> <br /> The $78,000 appropriation of Friendship Court Sponsorship Donations, which <br />was offered at the August 16th meeting, was approved by the following vote. Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. Absent: Mr. Caravati. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />the sum of $78,000.00, to be received as a donation from Friendship Court, is hereby <br />appropriated from account 05-270-041023-46299 to 05-270-041023-50111 for the <br />purpose of funding enhanced police coverage for the areas defined in the Sponsorship <br />Agreement, including salary, equipment, technology and related administrative expenses <br />associated with provisions of such enhanced coverage. This appropriation is conditioned <br />upon receipt of $78,000 by Friendship Court in four (4) quarterly payments to the City. <br /> <br />ORDINANCE: MOTOR VEHICLE CHAPTER AMENDMENTS (CONFORMING <br />TO STATE CODE) <br /> <br /> Ms. Hamilton said she has received calls from citizens complaining that the City <br />changes rules but the public does not hear about it until later, and asked that an outline be <br />given of what is proposed in the ordinance. <br /> <br /> Ms. Kelley said that staff, in reviewing other issues, saw that there were a number <br />of provisions in the Code not in conformance with state law. She said the major issues <br />are increasing penalties from up to $100 to up to $150; amending the definition of <br />highways to include all streets and roads; allowing handicapped parking for an unlimited <br />amount of time in time-restricted parking spaces; and updating the terminology regarding <br />abandoned vehicles. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the ordinance entitled "AN <br />ORDINANCE TO AMEND AND REORDAIN CHAPTER 15 (MOTOR VEHICLES <br />AND TRAFFIC) OF THE CODE OF THE CITY OF CHARLOTTESVILLE (1990), AS <br />AMENDED, PERTAINING TO ADOPTION OF CERTAIN STATE LAWS AND <br />PENALTIES AND TO CONFORM PROVISIONS PERTAINING TO THE <br />AUTHORITY OF THE TRAFFIC ENGINEER; F1NES FOR BLOCKING SNOW <br />ROUTES; DISSEMINATION OF ACCIDENT REPORTS; PARKING IN SPACES <br />RESERVED FOR DISABLED PERSONS; AND THE REMOVAL AND <br />DISPOSITION OF ABANDONED VEHICLES AND TRAFFIC HAZARDS; ALL TO <br />CONFORM WITH PROVISIONS OF STATE LAW" was offered and carried over to the <br />next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br />The meeting was adjourned. <br /> <br />President Clerk <br /> <br /> <br />
