He said he would like to find a way to mitigate the <br />situation without it being burdensome. <br /> <br /> ChiefLongo said the tickets are issued electronically and it would be costly to add <br />additional information. <br /> <br /> Mr. Schilling asked if there would be a low tech alternative such as providing a <br />paper notice. <br /> Chief Longo said one idea would be for the University to identify Virginia Beach <br />students and they could be given something to display on their window. <br /> <br /> Ms. Hamilton said she thinks that is an excellent suggestion. She questioned <br />shifting the burden to City staff. <br /> <br /> Dr. Brown asked if maintaining the status quo could result in a legal challenge, <br />and Ms. Kelley said all options may be subject to challenge. <br /> <br /> Ms. Hamilton asked how flexible Virginia Beach officials are being in trying to <br />work something out, and Ms. Kelley said they have asked that we stop issuing tickets, but <br />she thinks they may be open to suggestions. <br /> <br /> Mr. Lynch asked if staff has spoken to other localities about this problem, and <br />said he is surprised this is coming back to Charlottesville only. <br /> <br /> Ms. Kelley said that our ordinance allows for ticketing for no decal both on the <br />street and while parking, while other localities have one or the other. <br /> <br /> Dr. Brown said that if the Treasurer does not oppose the idea of a new sticker, we <br />could talking to U. Va. about decals, and he would support moving forward with that. <br /> <br />Ms. Hamilton said we need to create a special decal at a reduced rate. <br /> <br /> Ms. Kelley noted that one concern is that having a decal indicates that the car <br />normally resides in the City and we would have to delete the assessment information <br />from the system for those vehicles. <br /> <br /> Mr. Lynch said he would like more information on how often this occurs, dozens <br />or hundreds of times a month. He said we could keep the status quo until we are able to <br />run license plates in two years. <br /> <br /> Ms. Kelley said there are probably not even dozens of tickets issued per month to <br />Virginia Beach residents. <br /> <br /> Mr. Schilling said he would support continuing the status quo. He expressed <br />concern about the cons with the other options. He said he would rather come up with low <br />tech, low expense ways to mitigate the situation. <br /> <br /> Ms. Hamilton suggested that Virginia Beach be told that we will fix the problem <br />in two years and until then they should work with us. Ms. Hamilton asked what the cost <br />is for a decal. <br /> <br />Ms. Kelley said they cost $25. <br /> <br /> Mr. Brown suggested that staff contact other localities to see if they have come up <br />with ideas to solve this problem. <br /> <br />ORDINANCE: CASTALIA STREET CLOSING (2nd reading) <br /> <br /> Mr. Brown said that the request is to close this paper street. He said that Council <br />passed the ordinance on first reading requiring payment over $50,000. He said he has <br />verified that the City does not own the property, and the closing would remove the public <br /> <br /> <br />
