NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, September 20, 2004 AT 6:00 p.m. IN THE Second Floor <br />Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Closed session as provided in Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - September 20, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Schilling. Noes: None. Absent for the vote: <br />Mr. Lynch) to meet in closed session for discussion, consideration and interviews of <br />prospective candidates for appointment to City boards and commissions as authorized by <br />Section 2.2-371 i(A)(1) of the Virginia Code; for discussion of the disposition of publicly <br />held real property at the following locations: the corner of Forest Street and Charlton <br />Avenue, and adjacent to the entrance to McIntire Business Park at Harris and Allied <br />Streets, where discussion in an open meeting would adversely affect the negotiating <br />strategy of the City, as authorized by Section 2.2-371 l(A)(3) of the Virginia Code; and <br />for discussion of the acquisition of real property for a public purpose, located on East <br />High Street, where discussion in an open meeting would adversely affect the negotiating <br />strategy of the City, as authorized by Section 2.2-371 l(A)(3) of the Virginia Code. <br /> <br />The closed session was continued until after the regular meeting. <br /> <br />COUNCIL CHAMBER- September 20, 2004 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS: DOMESTIC VIOLENCE AWARENESS MONTH; <br />RESIDENTS' RIGHTS WEEK <br /> <br /> Dr. Brown presented the Domestic Violence Awareness Month and Residents' <br />Rights Week proclamation. <br /> <br />PUBLIC <br /> <br /> Mr. David Blount, Legislative Liaison for the Thomas Jefferson Planning District <br />Commission, outlined the process for developing the legislative program for the TJPDC. <br />He said it will continue to include action items and continuing concerns, including, <br />education, transportation, and tax structure issues. He said his goal is to have a draft <br />available in early October, with approval in November to coordinate with the City's <br />legislative program. He asked that Councilors provide any ideas for the program to him <br />within ten days. <br /> <br /> Mr. Jim Peterson, outgoing Executive Director of Region Ten Community <br />Services Board, introduce incoming Executive Director Phil Campbell. <br /> <br /> Mr. Campbell said that he has found the Charlottesville community to be very <br />friendly and it is obvious to him that Region Ten is a part of the fabric of the community. <br /> <br /> Mr. Peter Kleeman, 407 Hedge Street, referring to the issue of ticketing vehicles <br />that do not display a decal, said it is crazy to issue tickets on the chance they may be in <br />violation of the City's ordinance. He said it is the City's responsibility to do its <br /> <br /> <br />
