He suggested that conditional <br />tickets be issued which will allow them to be checked out at leisure and voided if <br />appropriate. <br /> <br /> Mr. Jeff Rossman, Assistant Professor of History at the University of Virginia, <br />said there is a funding crisis at the University and becoming a Charter University is <br />supposedly meant to address this issue. He expressed concern that this could create a <br />two-tiered labor force at the University. He said current employees would be <br />grandfathered. He said new employees may have to partially or totally pay for their <br />benefits. He said he wanted to make Council aware of these issues as they might affect <br />constituents. He said that these measures could be stripped from the proposed legislation <br />without changing the charter status. <br /> <br /> Mr. Jason Habert, 805 Stonehenge Avenue, said that the average thermostat <br />contain significant poison, and he encouraged the City to require proper disposal of the <br />old thermostats as part of its thermostat rebate program. <br /> <br />CONSENT AGENDA <br /> <br /> Dr. Brown added two resolutions regarding 401 and 407 E. High Street (Wheeler <br />properties) to the consent agenda. <br /> <br /> Mr. Lynch removed the appropriation reprogramming HOME funds from the <br />consent agenda. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the following consent <br />agenda items were approved by the following vote, with the minutes of September 7th <br />amended by Mr. Schilling. Ayes: Dr. Brown, Mr. Caravati (except that he abstaining <br />from approval of the minutes of September 7th), MS. Hamilton, Mr. Lynch, Mr. Schilling <br />(except that he voted no on the appropriation of School Construction funds for the <br />reasons stated at the last meeting, and abstained on the Wheeler property resolutions <br />because he said he has not had a chance to review the information). Noes: None (except <br />Mr. Schilling voted no on the appropriation of School Construction funds). Abstaining: <br />Mr. Schilling on the Wheeler property resolutions. <br /> <br />a. Minutes of September 7 <br /> <br />b. APPROPRIATION: $182,500 - Grant for Drug Court (2nd reading) <br /> <br /> WHEREAS, the Supreme Court of Virginia awarded a grant for the <br />Charlottesville/Albemarle Drug Court in order to fund salaries, benefits, and operating <br />expenses; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />the sum of $182,500.00, received as a grant from the Supreme Court of Virginia, is <br />hereby appropriated into account 11-230-032045-50111 in the Grants Fund. <br /> <br />c. APPROPRIATION: $213,431 -Funding from VDOT (2nd reading) <br /> <br /> WHEREAS, the City of Charlottesville will receive an additional $213,431 in FY <br />2005 from the Virginia Department of Transportation in street maintenance funds; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that $213,431, upon receipt of such funds, is hereby <br />appropriated into Public Works' Public Service Division (27-185-051030-56101) for the <br />purpose of fulfilling paving needs around the City. <br /> <br />d. APPROPRIATION: $435,000 - School Construction (2nd reading) <br /> <br /> WHEREAS, to ensure the maintenance of school facilities and provide an <br />environment for students that is conducive for learning; <br /> <br /> <br />
