11 <br /> <br /> Mr. Caravati suggested that the language be changed to sold within 90 days or as <br />soon thereafter as practicable. <br /> <br /> Mr. Lynch asked whether providing a qualified buyer will be necessary to close. <br />He said he does not see this as a problem. <br /> <br /> Mr. Caravati said that recapturing the equity is more of an issue, but suggested <br />that Council discuss this issue at its housing work session and not attach it to this <br />ordinance at this time. <br /> <br /> Mr. Steve Blaine, attorney for Southern Development, said that Mr. Caravati's <br />point is well taken, but he said PHA has 30 families in the pipeline and he feels 90 days <br />should be adequate. He said plowing funds back to the City is acceptable, and a <br />mechanism for this can be developed in a three-party agreement. <br /> <br /> Dr. Brown, referring to the 90 day period, said that if an applicant fails to qualify <br />there be enough time for another applicant to step in. <br /> <br /> Mr. Schilling said he has questions about the partnership agreement and whether <br />this particular agreement is the most beneficial for our affordable housing goals. He said <br />he has concerns about PHA. He said he does not oppose closing the street, but does not <br />agree with the manner in which it is being done. He said he would prefer to see Habitat <br />for Humanities as the cooperating partner. <br /> <br /> The ordinance entitled ", "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF OLD FIFTH STREET EXTENDED OFF HARRIS <br />ROAD," which was offered at the August 16th meeting, was approved by the following <br />vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: None. <br />Abstaining: Mr. Schilling. <br /> <br />APPROPRIATION: $200,000 - REPROGRAMMING HOME PROGRAM INCOME <br /> <br /> Mr. Lynch expressed concern that Habitat for Humanities was the only proposal <br />for the funding, and that there was not much of a window for advertising. <br /> <br /> Ms. Missy Creasy, Planner in Neighborhood Development Services, said that six <br />proposal were received. She said that the application process only involved sending in a <br />letter. She said that the funds had to be committed by November 1st. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, the Appropriation of <br />$200,000 in Reprogramming HOME Program Income was offered and carried over to the <br />next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O'Connell reviewed upcoming work sessions: Housing Policy Task Force <br />Report, VDOT priorities and Jefferson School. <br /> <br /> Mr. O'Connell announced that the October 4th meeting has been cancelled due to <br />the Virginia Municipal League Conference. <br /> <br /> Mr. O'Connell asked for feedback on what time to start closed sessions since the <br />regular meetings will now begin at 7:00 p.m., and it was agreed that they will start at 6:00 <br />p.m. <br /> <br /> Mr. O'Connell said that information will be provided to Council with an option <br />for dealing with ticketing of vehicles that do not display a decal. <br /> <br /> <br />
