Ayes: Dr. Brown, Mr. <br />Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br />PUBLIC HEARING/RESOLUTION: AUTHORIZING APPLICATION FOR TEA 21 <br />GRANT FOR BIKE/PEDESTRIAN TRAIL FROM DOWNTOWN TO RIVANNA <br />RIVER TRAIL <br /> <br /> Mr. Ron Higgins, Planner in Neighborhood Development Services, explained that <br />eligible TEA-21 projects must link with other transportation. He said the proposal is to <br />apply for $200,000 in funding that will begin a pedestrian and bike trail along the railroad <br />tracks from the Transit Center downtown to the Rivanna River. Mr. Higgins said that a <br />20% match is required by the City, which is currently available in the capital budget. <br /> <br />The public hearing was opened. <br /> <br />asking <br />would <br /> <br />Mr. Toby Reiter, 207 B Douglas Avenue, said that many people in Belmont are <br />for a pedestrian bridge across the tracks to downtown, and he thinks this grant <br />be a great opportunity to work that in. <br /> <br />As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Lynch said he feels the proposal will be a good project, and he agreed with <br />Mr. Reiter. He said the Douglas Avenue topography would help with the bridge, and he <br />would like to discuss this with the developer as the project moves forward. He said he <br />understands that the funding for such a bridge is not in this grant. He said he also hears <br />the same request from the Fifeville neighborhood. <br /> <br /> Dr. Brown said he is pleased to see that we are looking to get grants for the <br />bicycling and pedestrian community. <br /> <br /> The resolution authorizing a TEA-21 grant application was approved by the <br />following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None. <br /> <br /> WHEREAS, in accordance with Commonwealth Transportation Board <br />construction allocation procedures, it is necessary that a request by resolution be received <br />from the local government or state agency in order that the Virginia Department of <br />Transportation create a transportation enhancement project in the City of Charlottesville, <br />Virginia <br /> <br /> NOW, THEREFORE BE IT RESOLVED, that the City of Charlottesville, <br />requests the Commonwealth Transportation Board to establish a project for the <br />improvement of a bicycle/pedestrian trail adjacent to the CSX railway from the proposed <br />Charlottesville Transit Center to the east toward the Rivanna River Trail. <br /> <br /> BE IT FURTHER RESOLVED, that the City of Charlottesville hereby agrees to <br />pay a minimum of 20 percent of the total cost for planning and design, right of way, and <br />construction of this project, and that, if the City of Charlottesville subsequently elects to <br />cancel this project, the City of Charlottesville hereby agrees to reimburse the Virginia <br />Department of Transportation for the total amount of costs expended by the Department <br />through the date the Department is notified of such cancellation. <br /> <br />PUBLIC HEARING/ORDINANCE: QUITCLAIM TWO GAS EASEMENTS IN <br />FOREST LAKES TO VDOT <br /> <br /> <br />
