NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, September 22, 2004 AT 5:00 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work Session: Housing Police Task Force Report <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - September 22, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, asked <br />Councilors to address key decisions points in order to give guidance to staff and the <br />community. <br /> <br /> 1) Critical to our negotiations regarding affordable housing is the definition <br />of affordable housing. Decision point: Acceptance of the definition provided by the <br />Task Force to be used for all discussions regarding affordable housing. <br /> <br /> Mr. Caravati noted that the median income of $63,700 is for the area, and it is <br />less in Charlottesville. <br /> <br /> Mr. Lynch said that the Charlottesville family median income is $45,000, and <br />household median income is $31,000, but noted that this is skewed by the University <br />student population. He said the focus should be on families. He said that 25% of <br />families make less than $25,000. <br /> <br />Council agreed that the median income for Charlottesville be used. <br /> <br /> 2) The strategy recommends the creation of a standing housing committee. <br />Decision point: a) Do you desire to create a standing housing committee to provide <br />input on housing needs and to measure implementation of this policy? B) Should <br />the current housing strategy policy task force begin service as the housing <br />committee or would you like to appoint other members? <br /> <br /> It was agreed that a standing committee would be formed, with approximately <br />seven members, with a list of categories to be proposed by staff with input from Council. <br /> <br /> Mr. Schilling asked that the categories of the former Task Force be provided to <br />Council. <br /> 3) The plan recommends that we develop annual affordable housing goals <br />based on documented needs. Decision point: a) Do you believe we should set goals <br />for affordable housing? b) To break this down further, do you believe that we <br />should set goals based on projects that are submitted and work through proffers or <br />other negotiations to meet those goals? and c) Should our goals as expressed to <br />developers include a break down of a range of income levels within the definition of <br />affordable housing? <br /> <br /> Mr. Lynch said he agrees with all the points, but said we need to work out what <br />Numbers are used, and said we are back to the percentage of where family income breaks <br />down. <br /> <br /> Ms. Hamilton said that the Task Force discussed the need for the goals to be <br />broken down by neighborhood. <br /> <br /> <br />
