2 <br /> <br /> Mr. Tolbert said the City needs to be able to tell the development community the <br />percentage of their project that they would like to be affordable. Mr. Tolbert said the <br />Task Force wanted a city-wide target, then a percentage per development. Mr. Tolbert <br />said the City is limited in what it can legally require, so it is a goal, not a requirement. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Craig Brown, City Attorney, <br />said that affordable housing cannot be demanded in a rezonings or special use permits. <br /> <br /> Dr. Brown said we can have guidelines about what we would like to see a <br />developer offer. Dr. Brown asked if partnerships with Piedmont Housing Alliance and <br />Habitat for Humanities could be included. <br /> <br /> Mr. Tolbert said the developers are finding that the only way they can offer <br />affordable housing is to partner with either PHA or Habitat. <br /> <br /> Mr. Lynch suggested a target goal of 15%, to be evaluated every six months or a <br />year. <br /> <br />Mr. Caravati asked if this is a percentage of new or renovated units. <br /> <br /> Dr. Brown recommended that it be a percentage of both new development and <br />redevelopment since it is all voluntary. <br /> <br /> Mr. Lynch said he thinks 50% of affordable units should be $125,000, without a <br />subsidy, based on the median income of $31,500, and sold for $150,000 with a subsidy. <br />Mr. Lynch said a problem remains with families making $25,000 or less. <br /> <br /> Dr. Brown said families with incomes of $25,000 will likely be renters, and <br />affordable rent is a separate issue. <br /> <br /> Mr. Schilling said there is an issue of who we are serving, and said the cost is <br />being borne by the people here, but people from out of the area are taking advantage of it. <br />He said we need to know who is really being helped and who is being hurt. <br /> <br />Ms. Hamilton said that teachers or police could be targeted. <br /> <br />Mr. Tolbert said the housing trust fund would have the potential to do that. <br /> <br /> Mr. Stu Armstrong, Executive Director of Piedmont Housing Alliance, said that <br />PHA's policy is to have 50% of the affordable units for those under 80% of the median <br />and 50% for those under 60%. <br /> <br /> Mr. Lynch said there is something to be said for being consistent with PHA or <br />Habitat. <br /> <br />Dr. Brown suggested 50% for those under 80% and 50% for those under 50%. <br /> <br />Mr. Lynch suggested 50% for those under 70% and 50% for those under 50%. <br /> <br />Mr. Caravati suggested that Mr. Tolbert provide a matrix. <br /> <br />Mr. Caravati suggested an affordable housing goal of 25%. <br /> <br />Mr. Lynch said he feels that will be a tough target to hit, but he is okay with it. <br /> <br /> Dr. Brown asked how many units built in the last year were affordable, and Mr. <br />Tolbert said he can provide what new units sold for. <br /> <br />Dr. Brown suggested that more information be provided before a goal is set. <br /> <br /> 4) The Task Force recommends the use of inclusionary zoning or a density <br />bonus similar to the Madison ordinance.
