Dr. Brown agreed with Mr. Caravati, and said he is uneasy with the fact that <br />Council had to make a decision without facts. He said he sees it is as a fairness issue and <br />one of tradition. He said people have put money into projects based on the current rules. <br />He asked Mr. Tolbert for the history and tradition of implementation dates of ordinances. <br /> <br /> Mr. Tolbert said that for at least 28 years the City has always allowed submitted <br />projects to follow the old rules. He said site plans for 31 projects have been submitted. <br />He said no detailed review has been done about the impact of the new ordinance on these <br />projects, but he estimated that roughly half would be affected. <br /> It was agreed that Council would reconsider the issue at the special meeting <br />scheduled for September 27th. <br /> <br /> Mr. Schilling asked that staff provide a brief report at that meeting, and Mr. <br />Caravati asked that people who spoke at the most recent public hearing for the ordinance <br />be notified of the reconsideration. <br /> <br /> Mr. Lynch said there are mitigating things that can be done for projects already <br />submitted.
