Mr. Edwards said that he feels the Belmont Bridge should be a top priority <br />since it is a safety issue given the amount of traffic and pedestrian use. <br /> <br />Councilors agreed that repairs the Belmont Bridge should be ranked high. <br /> <br /> Responding to a question from Mr. Lynch, Mr. Tolbert said the $180,000 is City <br />funding, and will probably not be reimbursed by VDOT. <br /> <br /> Councilors agreed that $200,000 of the urban allocation should be designated for <br />transit operating funds. <br /> <br /> Councilors were asked about the Intelligent Transportation System (ITS) and its <br />ranking, and whether additional funds should be moved from the Fontaine project to ITS. <br /> <br /> Mr. Lynch said signal synchronization on West Main Street is his highest priority, <br />and asked what it would cost to do just that. <br /> <br /> Mr. Tolbert said staff is in the process of bidding soft wear for phase 1 of ITS, <br />which will include 50 signals, and West Main Street is a part of this. <br /> <br /> Mr. Lynch asked about the project on Route 29, and Mr. Tolbert said VDOT is <br />doing those, and noted that their equipment conflicted with the City' s. <br /> <br /> Councilors agreed that ITS should be given a higher priority, but did not agreed to <br />move funds from the Fontaine Avenue project. <br /> <br />Application of Water Protection Ordinance to Pending Land Use Applications - <br />Reconsideration <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None) to meet in <br />closed session for discussion concerning a prospective business where no previous <br />announcement has been made of the business' interest in locating its facilities in the <br />community, as authorized by Section 2.2-371 l(A)(5) of the Virginia Code. <br /> <br /> On motion by Mr. Caravati, seconded by Ms. Hamilton, Council certified by the <br />following vote (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. <br />Schilling. Noes: None) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br /> The substitute motion offered by Mr. Lynch, to exempt those site plans submitted <br />by September 15th from the water protection ordinance, was denied by the following <br />vote: Ayes: Ms. Hamilton and Mr. Lynch. Noes: Dr. Brown, Mr. Caravati, Mr. <br />Schilling. <br /> <br /> The original motion offered by Mr. Caravati, to exempt those site plan submitted <br />by September 20th from the water protection ordinance, was approved by the following <br />vote. Ayes: Dr. Brown, Mr. Caravati, Mr. Schilling. Noes: Ms. Hamilton and Mr. <br />Lynch. <br /> <br />VDOT Transportation Priority Listing <br /> <br /> Councilors were asked whether City and County projects should be ranked <br />together or whether only City projects should be ranked. <br /> <br />Mr. Lynch said he thinks the projects should be ranked together. <br /> <br /> Responding to a question from Ms. Hamilton, Mr. O'Connell said the County <br />only ranks County projects. <br /> <br /> <br />
