NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, November 1, 2004 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM - November 1, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None) to meet in <br />closed session for discussion of the annual performance evaluation of the City Manager <br />as authorized by Section 2.2-371 i(A)(1) of the Virginia Code. <br /> <br />COUNCIL CHAMBER- November 1, 2004 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br /> <br />AWARDS/RECOGNITIONS: BULGARIAN/ICMA APPRECIATION <br /> <br /> Dr. Brown said that four City staff members have been helping Bulgaria with <br />their democratic efforts and have been recognized by the Bulgarian Embassy for this <br />hands-on effort. <br /> <br /> Mr. O'Connell said that people often ask what is in this for us, and he said it <br />reinforces what democracy and freedom are all about and teaches us to learn from others. <br /> <br /> Dr. Brown introduced Mr. Evan Feinman who will serve as a liaison between the <br />City Council and the University of Virginia Student Council. <br /> <br /> Mr. Feinman said he hopes to retain a cordial relationship between the City and <br />University, and is here to articulate concerns of University students and visa versa. <br /> <br />PUBLIC <br /> <br /> Mr. Paul Grady, a resident of Crozet, said he has advocated for a rail system using <br />the railroad tracks from Charlottesville to Crozet, but expressed concern that if the <br />streetcar idea for West Main Street happens then there will not be money available for <br />this other line. He said he also supports a north/south rail system. He expressed concern <br />that Crozet is not represented on the MPO. <br /> <br /> Mr. Scott Burns, 209 Monte Vista Avenue, referring to an article in the Cavalier <br />Daily about the University student liaison, said the liaison situation is an amorphous ward <br />recognized by the Council. He said City neighborhoods have not been afforded this type <br />of relationship and he does not think it sounds quite right. <br /> <br />CONSENT AGENDA <br /> <br /> Mr. Lynch removed the ordinance closing the 10th Street alley from the consent <br />agenda. <br /> <br /> Mr. Schilling removed the appropriation for school bus aides from the consent <br />agenda. <br /> <br /> <br />
