NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, November 1, 2004 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM - November 1, 2004 Council met in special session on this date with the following members present: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. On motion by Mr. Caravati, seconded by Mr. Schilling, Council voted (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None) to meet in closed session for discussion of the annual performance evaluation of the City Manager as authorized by Section 2.2-371 i(A)(1) of the Virginia Code. COUNCIL CHAMBER- November 1, 2004 Council met in regular session on this date with the following members present: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. AWARDS/RECOGNITIONS: BULGARIAN/ICMA APPRECIATION Dr. Brown said that four City staff members have been helping Bulgaria with their democratic efforts and have been recognized by the Bulgarian Embassy for this hands-on effort. Mr. O'Connell said that people often ask what is in this for us, and he said it reinforces what democracy and freedom are all about and teaches us to learn from others. Dr. Brown introduced Mr. Evan Feinman who will serve as a liaison between the City Council and the University of Virginia Student Council. Mr. Feinman said he hopes to retain a cordial relationship between the City and University, and is here to articulate concerns of University students and visa versa. PUBLIC Mr. Paul Grady, a resident of Crozet, said he has advocated for a rail system using the railroad tracks from Charlottesville to Crozet, but expressed concern that if the streetcar idea for West Main Street happens then there will not be money available for this other line. He said he also supports a north/south rail system. He expressed concern that Crozet is not represented on the MPO. Mr. Scott Burns, 209 Monte Vista Avenue, referring to an article in the Cavalier Daily about the University student liaison, said the liaison situation is an amorphous ward recognized by the Council. He said City neighborhoods have not been afforded this type of relationship and he does not think it sounds quite right. CONSENT AGENDA Mr. Lynch removed the ordinance closing the 10th Street alley from the consent agenda. Mr. Schilling removed the appropriation for school bus aides from the consent agenda.
