2 <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the following consent <br />agenda items were approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. <br />Hamilton, Mr. Lynch, Mr. Schilling (except that Mr. Schilling voted no on the <br />appropriation repaying the amphitheater project loan for reasons previously stated). <br />Noes: None (except Mr. Schilling voted no on the appropriation repaying the <br />amphitheater project loan). <br /> <br />a. Minutes of October 14 and 18 <br /> <br />b. APPROPRIATION: $27,782.27 - Two for Life (State Funding) (2nd reading) <br /> <br /> WHEREAS, the Virginia Department of Health' s Office of Emergency <br />Medical Services has remitted to City of Charlottesville Two for Life State Funds for the <br />purpose of funding Emergency Medical Services activities; <br /> <br /> NOW, THEREFORE BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that a total of $27,782.26, received from the Virginia <br />Department of Health's Office of Emergency Medical Services, is hereby appropriated to <br />05-260-042016, Two for Life account, for the purpose of funding additional training and <br />equipment for the City's emergency medical services activities. <br /> <br />BE IT FURTHER RESOLVED that the funds will be allocated in the following <br /> <br />manner: <br /> <br />· $13,891.13 will remain in the Two for Life account to be used by the <br /> City of Charlottesville Fire Department. <br />· $13,891.13 will be remitted to Thomas Jefferson Emergency Medical <br /> Services. <br /> <br />c. APPROPRIATION: $1,700 - Therapeutic Recreation Program Donation <br /> (2nd reading) <br /> <br /> WHEREAS a contribution has been received by the City of Charlottesville in the <br />amount of $1,700 from the Church of the Incarnation for the Therapeutic Playground <br />Program; <br /> <br /> NOW, THEREFORE BE IT RESOLVED, by the Council of the City of <br />Charlottesville, Virginia, that $1,700.00, a donation from the Church of the Incarnation, <br />is hereby appropriated from account 05-172-072112-46202 into account 05-172-072112- <br />50111 in the Parks and Recreation budget. <br /> <br />d. APPROPRIATION: $2,400,000 - Repayment of Amphitheater Project Loan <br /> (carried over) <br /> <br />e. APPROPRIATION: $55,329 - Education Voucher Program Grants <br /> (carried over) <br /> <br />f. RESOLUTION: <br /> <br />Reaffirming Policy on Real Property Tax Exemption for <br />Non-Profits <br /> <br /> WHEREAS, in a November 2002 referendum, Virginia voters approved an <br />amendment to the Virginia Constitution that shifted the responsibility for granting certain <br />property tax exemptions from the General Assembly to the localities; and <br /> <br /> WHEREAS, the General Assembly enacted Virginia Code Section 58.1-3651, <br />effective January 1, 2003, to establish the circumstances and procedures under which <br />localities may grant property tax exemptions, and amended this section to provide <br />clarification in 2004; and <br /> <br /> WHEREAS, in light of the legislative changes, the number of requests to the City <br />for tax exemptions has increased, partly as a result of these changes; and <br /> <br /> <br />
