14 <br /> <br /> Mr. Lynch said that employees have come back to work for the City on a part- <br />time basis and we may want to have them do that in the future. He said he would prefer <br />there be public disclosure instead. <br /> <br /> Dr. Brown noted that this only gives us the authority to restrict activity, and feels <br />we can tease out the issues later. He said he sees no reason not to support it. <br /> <br /> Mr. Schilling said he thinks it is highly appropriate especially with the recent <br />retirement of a Councilor who later represented himself as representing the City. He said <br />it is important to let the public know that is not going to happen. <br /> <br /> On motion by Mr. Schilling, seconded by Mr. Caravati, #7 (activity of former <br />City Councilors) was approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, <br />Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br /> Mr. Caravati said we need to have a conversation about the University' s charter <br />issue, but said he does not mind setting aside this issue for now. He said if the <br />University's charter is changed we need to make sure with our representatives about the <br />relationship of the State, University, and City. <br /> <br /> Mr. Lynch said we need to be able to look out for the City and its residents, but <br />agreed the issue should be held back, noting that we can add it back in if necessary. <br /> <br /> Ms. Hamilton said she favors removing it from the package, and said she thinks <br />there is a better way to work with the University. <br /> <br /> It was the consensus to remove #11 (higher education/chartered universities) from <br />the package. <br /> <br /> Ms. Hamilton said she is largely in agreement with the VFC, TJPDC and VML <br />legislative positions, but has one big issue with VML's concerning use ofbiosolids or <br />sludge. She said she is in no way in favor of that and cannot support the VML program <br />because of it. <br /> <br />Mr. Lynch said that the preamble allows localities to regulate biosolids <br /> <br />Ms. Hamilton moved approval of #18 if that section is removed. <br /> <br />Ms. Knake said this could be reflected in the City's language. <br /> <br /> Mr. Lynch said he would like to see VML take a stronger stance on <br />environmental issues, but noted that they represent a lot of localities and this is <br />compromise position. <br /> <br />Ms. Hamilton's motion died for lack of a second. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, #18 (support for VFC <br />TJPDC and VML programs) was approved by the following vote. Ayes: Dr. Brown, Mr. <br />Caravati, Mr. Lynch. Noes: Ms. Hamilton and Mr. Schilling. <br /> <br /> Mr. Caravati said he will be providing a specific resolution for Council's <br />consideration supporting a repeal of the ban on same sex civil unions. <br /> <br />ORDINANCE: PARKING ORDINANCE AMENDMENTS <br /> <br /> Ms. Kelley said that the major changes in the ordinance regard how and where <br />parking signs get posted, and were drafted in response to a request by Mr. Jock Yellott. It <br />requires a period of public notice and comment for permanent parking changes (those <br />longer than 30 days). <br /> <br /> <br />
