15 <br /> <br /> Mr. Caravati thanked Mr. Yellot for his citizen involvement and for being <br />tenacious in bringing the matter to Council. <br /> <br />Ms. Hamilton applauded imposing order on chaos. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDAINING CHAPTERS FIVE (BUILDINGS <br />AND BUILDING REGULATIONS), FIFTEEN (MOTOR VEHICLES AND TRAFFIC) <br />AND TWENTY-EIGHT (STREETS AND SIDEWALKS) TO AMEND OR RE- <br />ESTABLISH PROCEDURES BY WHICH USE OF CITY RIGHTS-OF-WAY FOR <br />PARKING OF MOTOR VEHICLES, AND FOR CERTAIN NON-PUBLIC PURPOSES <br />MAY BE AUTHORIZED BY THE CITY MANAGER OR CITY TRAFFIC <br />ENGINEER, AND TO PROVIDE A PUBLIC COMMENT PROCEDURE FOR <br />CHANGES TO PARKING REGULATIONS EFFECTIVE FOR PERIODS OF <br />LONGER THAN THIRTY (30 DAYS)" was offered and carried over to the next meeting <br />for consideration. <br /> <br />ORDINANCE: PROCUREMENT CODE AMENDMENTS <br /> <br /> Ms. Kelley said that staff requested increasing the dollar limits for small purchase <br />procedures. She said that the section was also simplified and duplication of state <br />requirements was removed. Ms. Kelley said that the state limit changed a number of <br />years ago and efficiencies will be achieved if the limit is changed. <br /> <br /> Responding to a question from Ms. Hamilton, Ms. Kelley said an increase to <br />$30,000 only is being requested. <br /> <br />Mr. Lynch said that seems reasonable. <br /> <br />Mr. Caravati moved the ordinance. <br /> <br /> Mr. Schilling said he appreciates the effort to streamline the code and process. He <br />said he has a concern, but thinks it is addressable. He said we should think about why the <br />limit was put in in the first place, to get competitive bids and a good price. He said he <br />favors reducing unnecessary paperwork, and could support it if we get the maximum <br />amount of competition. <br /> <br /> Ms. Kelley said language could be included designed to get the maximum <br />competition. She said a limit could be set on the number of quotations, such as a <br />minimum of two or three. She said staff could come back with a formal set of <br />regulations. <br /> <br /> Mr. Schilling said he would like to see suggestions regarding streamlining and <br />maximum competition. <br /> <br /> Dr. Brown said he would like to keep the ordinance simple and have the <br />regulations have more specificity. <br /> <br /> Mr. Lynch seconded the ordinance entitled "AN ORDINANCE TO AMEND <br />AND REENACT CHAPTER 22 (PUBLIC PROCUREMENT) OF THE CODE OF THE <br />CITY OF CHARLOTTESVILLE, RELATING TO CITY PROCUREMENT OF <br />GOODS AND SERVICES FROM NON-GOVERNMENTAL SOURCES," and it was <br />carried over to the next meeting for consideration. <br /> <br />ORDINANCE: ANNUAL CHANGES TO LOCAL TAX CODE <br /> <br /> Ms. Kelley said that most changes are to make the code consistent with state tax <br />laws and to eliminate duplications. She said two changes are: local ABC license and real <br />estate tax relief (increasing the amount of acreage). <br /> <br /> Mr. Schilling said he finds the section on motor vehicles owned or leased by a <br />volunteer rescue squad or fire department or member of a fire department ambiguous. <br /> <br /> <br />
