Abstaining: Mr. Schilling on the <br />appropriation for the State grant for compressed natural gas school buses. <br /> <br />a. Minutes of November 1 <br /> <br />b. APPROPRIATION: $2,400,000 - Repayment of Amphitheater Project Loan <br /> (2nd reading) <br /> <br /> WHEREAS, by Resolution adopted June 7, 2004, City Council approved and <br />authorized a loan of $2,400,000 from the Department of Economic Development's <br />Strategic Investment Account for Strategic Planning to the Charlottesville Industrial <br />Development Authority for the Downtown Amphitheater Project; and <br /> <br /> WHEREAS, the City desires to restore the balance loaned to the Strategic <br />Investment Account for Strategic Planning and to fund the original loan of $2.4 million, <br />under the same terms, from the City's Capital Projects fund balance; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the sum of $2,400,000 is <br />hereby transferred from the unappropriated balance of the Capital Projects Fund and <br />reappropriated to the Department of Economic Development's Strategic Investment <br />Account for Strategic Planning. <br /> <br />c. APPROPRIATION: $55,329 - Education Voucher Program Grants (2nd reading) <br /> <br /> WHEREAS, the City of Charlottesville Department of Social Services has <br />received a $16,599 donation from a private foundation to match a $38,730 federal grant <br />from the Independent Living Program's Education and Training Voucher Program, for a <br />total award of $55,329; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Charlottesville, Virginia, that the sum of $55,329 is hereby appropriated into account 12- <br />161-062299-54108 in the Social Services Fund. <br /> <br />d. APPROPRIATION: $40,000 - School-Funded Bus Aides (2nd reading) <br /> <br /> WHEREAS, the Charlottesville School Board has requested the City <br />employ six (6) additional school bus monitors, and has agreed to reimburse the City for <br />the costs of these positions; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the costs of hiring six (6) School Bus Monitors, up to a <br />maximum of $40,000, is hereby appropriated to School Pupil Transportation, account <br />code 05-191-081020-51101. This appropriation is conditioned upon receipt of such <br />funds from the Charlottesville Public Schools. <br /> <br />e. APPROPRIATION: $181,000 - State Grant for Compressed Natural Gas School <br /> Buses (carried over) <br /> <br />f. APPROPRIATION: $7,362.77 - Reimbursement from QCC for <br /> Washington Pool Staffing (carried over) <br /> <br />g. RESOLUTION: Appointing Alternate to Regional Jail Authority Board <br /> <br /> WHEREAS, the City of Charlottesville is a participating member of the <br />Albemarle-Charlottesville Regional Jail Authority, and is represented on the Jail <br />Authority Board by the City Sheriff, one member of City Council, the City Manager and <br />one City resident appointed by City Council; and, <br /> <br /> WHEREAS, Section 2.2.1 of the Service Agreement for the Jail Authority <br />authorizes City Council to appoint one or more alternates to attend Jail Board meetings <br /> <br /> <br />
