4 <br /> <br />and to vote in the absence of the City Council representative, the City Manager or the <br />citizen appointed by City Council; and, <br /> <br /> WHEREAS, it is the desire of City Council to appoint an alternate to insure that a <br />quorum is present with full City representation at all meetings of the Jail Authority <br />Board. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council for the City of <br />Charlottesville that Assistant City Manager Rochelle Small-Toney is hereby appointed as <br />an alternate to the Albemarle-Charlottesville Regional Jail Authority Board and is <br />authorized to attend and participate in discussions at all meetings of the Jail Board and, in <br />the absence of the City Council representative, the City Manager or the City resident <br />appointed by City Council, may vote on any matter and be counted for purposes of <br />determining a quorum or a required majority under the provisions of the Service <br />Agreement; provided that the alternate shall only be entitled to vote for one absent <br />member on any issue. <br /> <br /> BE IT FURTHER RESOLVED that the appointment of Linda Peacock as an <br />alternate member of the Jail Authority Board by Council Resolution dated July 16, 2001 <br />is hereby rescinded. <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING <br />CHAPTERS FIVE (BUILDINGS AND BUILDING REGULATIONS), <br />FIFTEEN (MOTOR VEHICLES AND TRAFFIC) AND TWENTY-EIGHT <br />(STREETS AND SIDEWALKS), TO AMEND OR RE-ESTABLISH <br />PROCEDURES BY WHICH USE OF CITY RIGHTS-OF-WAY FOR <br />PARKING OF MOTOR VEHICLES, AND FOR CERTAIN NON-PUBLIC <br />PURPOSES, MAY BE AUTHORIZED BY THE CITY MANAGER OR CITY <br />TRAFFIC ENGINEER, AND TO PROVIDE A PUBLIC COMMENT <br />PROCEDURE FOR CHANGES TO PARKING REGULATIONS EFFECTIVE <br />FOR PERIODS OF LONGER THAN THIRTY (30) DAY" (2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE TO AMEND AND RE-ENACT <br />CHAPTER 22 (PUBLIC PROCUREMENT) OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, RELATING TO CITY PROCUREMENT OF GOODS <br />AND SERVICES FROM NON-GOVERNMENTAL SOURCES" (2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE TO AMEND CHAPTERS FIVE, <br />FOURTEEN AND THIRTY OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE (1990), AS AMENDED, TO UPDATE PROVISIONS <br />RELATED TO THE ASSESSMENT AND COLLECTION OF CERTAIN <br />TAXES" (2nd reading) <br /> <br />REPORT: LONG TERM BUDGET FORECAST <br /> <br /> Ms. Leslie Beauregard, Budget Manager, presented the long term budget forecast. <br />Major assumptions for revenue are: real estate revenue growth allowed to occur at a <br />natural rate of assessment increases; County revenue sharing growth at 3% and 10% <br />every other year respectively; personal property tax revenue assumes loss ($737,000 this <br />year plus up to $2.2 million next year due to a cash flow problem) based on preliminary <br />estimates; and other revenue updated based on preliminary estimates with a future <br />increase of 3% per year. Major assumptions for expenditures are: schools to receive <br />40% of new real estate and personal property tax revenue; outside agency funding <br />increase of 3% (but agencies are being requested to submit requests with 5% and 10% <br />reductions as well); public safety agency funding increase of 5%; health insurance cost <br />increase by 15%; CSA increases $200,000 per year; and all other expenditures increase <br />5% (City departments are required to submit budgets with 5% and 10% reductions). Ms. <br />Beauregard said budgets are being prepared with the following Council initiatives that <br />were developed during Council's annual retreat: education; economic development and <br />employment; transportation; housing; leadership in regional cooperation; get smart on <br />crime: safety/justice; creating community; and natural environment. Ms. Beauregard <br />reviewed trends and asked for Council' s comments on the budget guidelines presented. <br /> <br /> <br />
