Ms. Kathy Johnson Harris, 902 Raymond Road, a member of the Planning <br />Commission, explained that the Planning Commission appointed a committee of past and <br />current Planning Commissioners to make a recommendation on ways to honor former <br />Planning Commissioner Herman Key after his death. The committee recommended that <br />either the Downtown Recreation Center or the 9th/10th Street Connector be named after <br />Mr. Key. <br /> <br /> Dr. Brown said that Fifeville Neighborhood Association took up the issue <br />following the committee' s recommendation, and recommended that the Downtown <br />Recreation Center be named after Mr. Key. Dr. Brown thanked the committee for its <br />work. <br /> <br /> Ms. Hamilton made a motion to approve the resolution renaming the Downtown <br />Recreation Center for Herman Key, and Mr. Lynch seconded the motion. <br /> <br /> Mr. Caravati said he served with Herman Key on the Planning Commission and <br />he feels it is appropriate to honor him in this way. He said Mr. Key worked hard to <br />include all people in local government. He said he feels it is also appropriate as the <br />Recreation Center was once an armory for people who selfishly devoted themselves to <br />the country. <br /> <br />Dr. Brown said he thinks there is no better way to honor Mr. Key. <br /> <br /> The resolution renaming the Downtown Recreation Center for Herman Key was <br />approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. <br />Lynch, Mr. Schilling. Noes: None. <br /> <br /> WHEREAS, several current and former City Planning Commission <br />members have asked City Council to honor the memory of Herman Key, a former <br />Planning Commissioner and community activist; and, <br /> <br /> WHEREAS, the Fifeville Neighborhood Association has recommended that the <br />City's Downtown Recreation Center be renamed to observe, honor, and celebrate <br />Herman Key's life and his service to the City of Charlottesville and its citizens; and, <br /> <br /> WHEREAS, during his tenure on the Charlottesville Planning Commission <br />Herman Key demonstrated an unwavering commitment to improving the quality of life <br />for all Charlottesville residents; and, <br /> <br /> WHEREAS, Herman Key was a strong and effective advocate for the rights of <br />persons with disabilities, and should be recognized for his tireless efforts to improve the <br />mobility, safety and access throughout the City for people with disabilities; and, <br /> <br /> WHEREAS, the courage and resiliency demonstrated by Herman Key <br />throughout his life serve as an eloquent and inspirational example for us all; and, <br /> <br /> WHEREAS, Herman Key's dedicated public service and contributions <br />City government and his love for playing wheelchair basketball, often at the <br />Downtown Recreation Center, make it appropriate to rename the Downtown <br />Recreation Center to honor his life and memory. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Charlottesville that the Downtown Recreation Center is renamed and shall be henceforth <br />be known as the Herman Key Recreation Center. <br /> <br />RESOLUTION: APPROVING SPECIAL PERMIT FOR INCREASED DENSITY <br />FOR L1NDEN TOWN LOFTS <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, explained that <br />the applicant wants to build 26 townhouse style units to be sold as condominiums, five of <br />which will be affordable and done in conjunction with Piedmont Housing Alliance. Mr. <br />Tolbert said that the applicant has also offered to give shrubbery to the neighborhood. <br /> <br /> <br />
