standing committee; 3) annual housing goals; 4) inclusionary zoning or density bonus <br />ordinance; 5) special legislation for requiring affordable housing; 6) acquiring and <br />upgrading property for resale; 7) procedures for monitoring, enforcing and mechanisms <br />to ensure affordability of project; 8) creating housing trust fund; and 9) adoption of <br />Housing Strategy. <br /> <br /> Mr. Lynch asked if it is anticipated that membership on the ongoing housing <br />committee will be advertised and come back to Council, and Mr. Tolbert said yes, and <br />said he is not asking that the charge of the committee be adopted tonight. <br /> <br /> Mr. Lynch asked if it is anticipated that we will start partnering with Piedmont <br />Housing Alliance in the upcoming budget, and Mr. Tolbert suggested that be referred to <br />the committee to discuss ways to fund the housing trust fund. <br /> <br /> Mr. Lynch proposed that Council accept the recommendations and consider <br />adoption of the Housing Strategy separately because it includes additional <br />recommendations, including adding a full-time person. <br /> <br /> Ms. Hamilton agreed. She said she has a number of concerns about the Housing <br />Strategy report. <br /> <br /> Mr. Lynch made a motion to adopt the policies discussed at the work session and <br />to move forward with the goals of the Housing Strategy. <br /> <br /> Ms. Hamilton offered a friendly amendment to leave the Housing Strategy to the <br />side, and Mr. Lynch accepted the amendment. <br /> <br />Ms. Hamilton seconded the motion. <br /> <br /> Ms. Hamilton asked if the language for #6 (rehabilitation and sale of housing) can <br />be refined so it does not sound as if the City is competing with the private sector to <br />develop property. <br /> <br /> Mr. Tolbert said that the intent is to partner with someone, perhaps AHIP, to fix <br />up and resell blighted properties. <br /> <br /> Ms. Hamilton said she is fine with that model, but would like to have the <br />language tweaked. <br /> <br />Mr. Schilling noted that decision point #9 says adopt the Housing Strategy. <br /> <br />It was clarified that only #1 through #8 are being voted on. <br /> <br /> Items #1 and #7 were approved by the following vote. Ayes: Dr. Brown, Mr. <br />Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br /> Items 2,3, 4, 5, 6 and 8 were approved by the following vote. Ayes: Dr. Brown, <br />Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: Mr. Schilling. <br /> <br />RESOLUTION: AUTHORIZING FUNDS FOR DICE STREET HOUSING <br />IMPROVEMENT <br /> <br /> Mr. Tolbert explained that the proposal is to partner with Piedmont Housing <br />Alliance to purchase four structures and two vacant lots. Two of the structures are <br />proposed to be demolished and two rehabilitated, and three new houses built. The project <br />will be funded with $148,250 from the City, $215,000 from PHA plus loans and grants. <br />The houses will be sold for home ownership and the net mortgage will be $128,000. If <br />resold the money will go back into the City's housing trust fund. <br /> <br /> th th <br /> Mr. Lynch asked where PHA is with their project on 9 /10 Street. He said he <br />supports this proposal but is concerned with other projects PHA has in progress. <br /> <br /> <br />
