Upon receiving those calls, I went to the school to <br />see what was actually there, made a photograph of it, and then, since this was a poficy- <br />related question, inquired of central school administration what poficy, if any, there was <br />concerning this type of display in a Charlottesville pubfic school. I also contacted the <br />School Board to receive a response to the situation, which I could then pass along to the <br />concerned constituents. I never demanded that anything be done concerning the school <br />display. Thus, essentially all the statements made by the citizen about what I did were <br />false. The reason that I did not respond to the speaker on November 15 is that City <br />Council has a poficy guidefine, which precludes me from doing so." <br /> <br />RESOLUTION: LAND-LEASE PILOT PROGRAM <br /> <br /> Mr. Schilling said he would like to hear from staff about the pluses and minuses <br />of supporting the Land-Lease Pilot Program, and said it may or may not make sense at <br />this time. <br /> <br /> Mr. Caravati said the resolution is merely showing support for the agency, and is <br />not committing the City to anything. Mr. Caravati made a motion to approve the <br />resolution and Mr. Lynch seconded the motion. <br /> <br /> Ms. Hamilton said that Council has just been chastised about gentrification and <br />this is a method to address that. <br /> <br /> The Resolution supporting the Land-Lease Pilot Program was approved by the <br />following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: Mr. <br />Schilling. <br /> <br /> WHEREAS, the Charlottesville City Council recognizes the positive impacts of <br />supporting affordable home ownership opportunities for its citizens and employees as it <br />relates to neighborhood revitalization, neighborhood stabilization, community financial <br />literacy, and community net asset growth; and <br /> <br /> WHEREAS, the City Council recognizes the City housing market as it relates to <br />owner occupied housing has shifted dramatically from a stable housing market just a few <br />years ago to a rapid appreciating market over the last 24 months; and <br /> <br /> WHEREAS, the City has consistently invested City funds in an effort to support <br />affordable housing development with the intent to produce or preserve affordable housing <br />in strategic areas of the City; and <br /> <br /> WHEREAS, the City Council recognizes that individual units targeted as <br />"affordable" as part of any specific project or development may be lost as "affordable" <br />over time due to market conditions and capital gains opportunities; and <br /> <br /> WHEREAS, the City Council recognizes there are proven legal techniques <br />restricting capital gains, etc. on the future sales of targeted affordable units, but also <br />understands that the use of land-leases in connection with such targeted affordable units <br />can be used as a means for keeping the targeted affordable units affordable into <br />perpetuity, and therefore <br /> <br /> BE IT RESOLVED, the Charlottesville City Council requests the Virginia <br />Housing and Development Authority Executive Director, Susan Dewey, to consider <br />establishing a pilot program utilizing land-leases along with its below-market financing <br />as a means of providing single family home ownership opportunities for Charlottesville <br />citizens or employees as it relates to targeted "affordable units" in Charlottesville, <br />Virginia during the calendar year 2005. <br /> <br /> Ms. Hamilton said that given the concern expressed at Council meetings and <br />through telephone calls about the University' s charter initiative, she feels it is time to <br />educate ourselves about the issue and discuss what our stance is. <br /> <br /> <br />
