17 <br /> <br />Mr. Lynch agreed and said this is major legislation that will affect the City. <br /> <br /> Dr. Brown suggested that Councilors discuss where we want to go with it, get <br />more information, and take it under advisement. <br /> <br /> Mr. Caravati said he is glad to participate in this discussion. He said he does not <br />think this legislation will proceed this year, but it is something we should watch closely. <br /> <br />Dr. Brown announced that there will be no second Council meeting in December. <br /> <br /> Mr. Lynch said that the Proffer Committee has had difficulty meeting and there is <br />a question about whether it is serving its desired purpose. He made a motion to disband <br />the Committee, and Mr. Caravati seconded the motion. <br /> <br /> The Proffer Committee was disbanded by the following vote. Ayes: Dr. Brown, <br />Mr. Caravati, Ms. Hamilton, Mr. Lynch. Absent for the vote: Mr. <br />Schilling) to meet in closed session for discussion of the annual performance evaluation <br />of the City Manager, for discussion and consideration of appointments to City boards and <br />commissions, and for discussion and consideration of prospective candidates for <br />employment as Director of Finance as authorized by Section 2.2-371 i(A)(1) of the <br />Virginia Code. <br /> <br /> On motion by, seconded by, Council certified by the following vote (Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: <br />None. Absent for the vote: Mr. Schilling) to a four-year term on the Board of <br />Architectural Review. This term will expire on January 1, 2009. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, Mr. Sean Graves was <br />appointed (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: None. <br />Absent for the vote: Mr. Schilling) to an unexpired term on the Charlottesville Industrial <br />Development Authority. This term will expire on April 3, 2007. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, Ms. Bonnie Brewer was <br />appointed (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: None. <br />Absent for the vote: Mr. Schilling) to a two-year term as the joint City/County appointee <br />on the Rivanna Water and Sewer Authority and Rivanna Solid Waste Authority.
