NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, December 17, 2004 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />APPROPRIATION: Year End Adjustments (2nd reading) <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - December 17, 2004 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Absent: Mr. Caravati. <br /> <br />APPROPRIATION: YEAR-END ADJUSTMENTS (2nd reading) <br /> <br /> Mr. O'Connell explained that the Year-End Adjustment Appropriation needs to <br />be approved by December 3 1st in order for the books for FY 04 to be closed. <br /> <br /> The Year-End Adjustment Appropriation, which was offered at the December 6th <br />meeting, was approved by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. <br />Lynch. Noes: Mr. Schilling. Absent: Mr. Caravati. <br /> <br />Mr. Schilling said he voted no for reasons stated at the previous meeting. <br /> <br />School Board Lunch Meeting <br /> <br /> Mr. Harley Miles and Ms. Laura Pernell, School Administration, provided <br />information on the following teacher committees that have been formed: English <br />Language Arts K-4 Curriculum Writing Committee; Textbook Adoption Committees; <br />Early Literacy Committee; Articulation Committee K-6; and Fine and Performing Arts <br />Committee. <br /> <br /> Mr. Lynch asked for a roster of who serves on the committees. He asked if there <br />is a similar committee for intervention and remediation. <br /> <br /> Ms. Scottie Griffin, Superintendent of Schools, said she will provide a <br />membership roster and said she will take the idea of a committee for intervention and <br />remediation under advisement. <br /> <br />Dr. Brown said he will be interested to see what the committees come up with. <br /> <br /> Dr. Griffin listed the budget guiding principles as approved by the School Board: <br />develop and implement instructional interventions, systems, and processes that support <br />academic achievement for all students without sacrificing the programs that make our <br />system special; maintain competitive salaries to attract and retain highly qualified and <br />effective instructional and support personnel; maintain existing class sizes; allocate <br />resources based on student need in a manner that is sustainable and focused on <br />instruction; and evaluate and implement chosen recommendations from the instructional <br />audit and align funds based on student needs. Dr. Griffin also listed major budget <br />initiatives she has proposed to the School Board, but said there are no costs associated yet <br />with these. <br /> <br /> Mr. Schilling asked if the School Board is planning to submit a true needs based <br />budget no matter what the cost or adhere to the policy of submitting a budget within the <br />Council guideline of receiving 40% of new revenue from the City. <br /> <br /> <br />
