14 <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br />THE ZONING DISTRICT MAP INCORPORATED IN SECTION 34-1 OF THE <br />ZONING ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1990, AS AMENDED, BY THE REZONING OF PARCELS 361,361.6, 361.5 AND <br />361.4, CITY TAX MAP 59 FROM R-iS TO PUD (PROPERTY AT CORNER OF <br />AVON STREET AND PALATINE AVENUE," which was offered at the December 6th <br />meeting, was approved by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. <br />Lynch, Mr. Schilling. Noes: Mr. Caravati. <br /> <br />PUBLIC <br /> <br /> Mr. Frank Bailiff, Southern Development, referring to comments made earlier in <br />the meeting about communication, said that City staffwere very proactive with the <br />neighborhood on one of his projects, initiating a meeting and were very helpful. He said <br />he thinks there is increased public awareness of projects. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Caravati made a motion to make an appointment to the Emergency Medical <br />Services Council, and Mr. Lynch seconded the motion. <br /> <br /> Mr. Schilling asked that the issue be brought back at the next meeting as he did <br />not have the information. <br /> <br />Mr. Caravati called the question. <br /> <br /> Mr. Schilling offered a substitute motion to table the appointment until the next <br />meeting, Dr. Brown seconded the motion, and the appointment was deferred by the <br />following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: Mr. <br />Caravati. <br /> <br /> Ms. Hamilton said she would recommend that Councilors who serve on boards <br />and commissions periodically give a report at Council meetings. She said she serves on <br />the Housing Authority, which is under new leadership. She said the Authority is <br />concerned about its image from past regimes and would like a formal opportunity to be <br />recognized. Ms. Hamilton referred to a statement made in the appendices of the <br />Elections Study Task Force about one Councilor working harder than others, and she said <br />would like to remove that sort of comment from the realm. She said she would like to <br />have Councilors report on what they are doing in a formal way. <br /> <br /> Mr. Lynch said he thinks that is a good idea and a time could be added at the end <br />of the meeting for at least those items of interest. <br /> <br /> Mr. Caravati said he agrees, but said there is also an issue of time, and suggested <br />that the Mayor and City Manager discuss the issue further. <br /> <br /> Dr. Brown said he will discuss the issue with the City Manager, but suggested that <br />the Housing Authority make a formal report at an upcoming meeting. <br /> <br />Mr. Lynch said he would also like to schedule something for the MPO. <br /> <br /> Mr. Caravati suggested that the Council weigh in about the No Child Left Behind <br />legislation and TransDominion Express letter at the next meeting. <br /> <br />The meeting was adjourned. <br /> <br />President Clerk <br /> <br /> <br />
