APPROPRIATION: <br /> <br />$16,000 - Grant for Less-Than Lethal Training/ <br />Equipment for Police (carried over) <br /> <br />APPROPRIATION: <br /> <br />$78,969.72 - State Grant to Fire Depart. for <br />Training/Equipment (carried over) <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND <br />REORDAINING CHAPTER 34 (ZONING, ARTICLE I, SECTION 34-1, <br />AND ARTICLE ii, SECTION 34-272, OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, TO ADD A SEVENTH <br />ZONING OVERLAY DISTRICT TO BE DESIGNATED AS THE <br />OAKHURST-GILDERSLEEVE NEIGHBORHOOD ARCHITECTURAL <br />DESIGN CONTROL DISTRICT" (2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE TO AMEND AND <br />REORDAIN DIVISION 3 OF ARTICLE V OF CHAPTER 30 OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE (1990), AS AMENDED, <br />(REAL PROPERTY TAX EXEMPTIONS FOR REHABILITATED <br />RESIDENTIAL STRUCTURES), TO MAKE SINGLE FAMILY <br />STRUCTURES WITH ACCESSORY APARTMENTS ELIGIBLE FOR <br />CERTAIN TAX EXEMPTIONS; TO MAKE PROPERTIES VALUED AT <br />MORE THAN $350,000 INELIGIBLE FOR CERTAIN TAX <br />EXEMPTIONS; TO EXTEND THE ORDINANCE'S SUNSET CLAUSE <br />FROM 2006 TO 2007; AND TO PROVIDE FOR AN ANNUAL REVIEW <br />OF THE ORDINANCE BY CITY COUNCIL" (carried over) <br /> <br />REPORT: MEADOWCREEK PARKWAY RFP AND PROCESS <br /> <br /> Mr. O'Connell said that staff would like direction from Council on the process for <br />the interchange study; whether they want to appoint a steering committee; and action on <br />the programming resolution in the near future. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, showed a <br />video of traffic simulation at the intersection of Route 250 Bypass and the Meadowcreek <br />Parkway with traffic in 2004 and 2014. He said the model illustrates the need for a grade <br />separated interchange. He said an RFP is suggested to hire an engineer to design the <br />interchange which would use the work of Will Rieley as a starting point. He suggested <br />that that the steering committee be put in place so they can help select the engineer. He <br />said the City will manage the project and VDOT has funds available for this phase of the <br />work. <br /> <br /> Mr. Schilling asked the time range for the simulation video, and Mr. Tolbert said <br />weekdays from 5:00 p.m. to 7:00 p.m. <br /> <br /> Mr. Schilling said he thinks it would be helpful to see the simulation in non-peak <br />hours and in comparison with other intersections such as Hydraulic Road and Rt. 29. Mr. <br />Schilling asked for clarification of the time-frame, and is it correct the interchange will be <br />fully engineered in 30 months. <br /> <br />Mr. Tolbert said that is correct, assuming there are no glitches in the process. <br /> <br /> Mr. Schilling asked when the Meadowcreek Parkway is realistically expected to <br />be built. <br /> <br /> Mr. Tolbert said that VDOT has no money budgeted for construction of the <br />interchange, and given the current structure rate it will probably take 20 years. <br /> <br /> Mr. Schilling expressed concern about reimbursement of funds in a no built <br />situation, and asked about the legal possibility to take the position of no reimbursement <br />requirement. <br /> <br /> <br />
