4 <br /> <br />Mr. Brown said he will review that issue. <br /> <br /> Mr. Caravati said that VDOT previously said that the interchange would cost $50 <br />million to build and is now saying $25 million. <br /> <br /> Mr. Tolbert said he does not think VDOT knows what it will cost until it is <br />designed. <br /> <br /> Ms. Hamilton said that multi-party funding options are being discussed regarding <br />the interchange. He said the MPO has endorsed a grade separated interchange as has <br />Transportation Board member Butch Davies. Ms. Hamilton said she would like <br />clarification about the reimbursement issue as well. <br /> <br /> Mr. Tolbert said that VDOT's current policy is that if we use their funds and do <br />not proceed we reimburse them. He said if there are legitimate reasons for a no build <br />solution we may not have to reimbursement VDOT. <br /> <br /> Mr. Lynch said that rather than having a simulation of off-peak hours done, we <br />can look has the amount of traffic at the intersection of Hydraulic and Route 29 which <br />roughly has that same amount of traffic but with more lanes. Mr. Lynch said we should <br />make sure that we do no harm in whatever we do, noting that the Bypass is a functioning <br />road. He said he thinks the interchange could cost less than estimated. Regarding Mr. <br />Kleeman's comment's about reimbursement, he said that we would incur little risk if we <br />decide the interchange is too expensive after a design alternative has been selected. He <br />said that after the final design he thinks we would have more risk to have to repay. Mr. <br />Lynch said he has sent staff suggestions for the RFP. <br /> <br /> Dr. Brown said that regarding the Parkway itself, we need to make sure that it is <br />truly a parkway and it is important that the RFP result in proposals that will result in the <br />design the interchange being the same as and compatible with the Parkway. He asked <br />what in the RFP will help make that occur. <br /> <br /> Mr. Tolbert said the Rieley report will be included and referenced as a starting <br />point. <br /> <br /> Mr. O'Connell said there is also language to that effect in the RFP which we may <br />want to expand. <br /> <br /> Responding to a question from Dr. Brown, Mr. Tolbert said we will have the <br />flexibility to build an interchange that we want as long as it is approved by VDOT. <br /> <br /> Ms. Hamilton asked if this project is eligible for federal funds, and Mr. Tolbert <br />said that is the intent for just the interchange. <br /> <br /> Mr. Caravati said he finds it curious that there are no qualifications in the RFP <br />about experience with parkways. He said he has concerns about being able to pull this <br />off and to determine what is acceptable to VDOT. He said people should be included on <br />the steering committee who are knowledgeable about parkway design, and the committee <br />should also include representatives from VDOT and Albemarle County. He said this will <br />be setting the precedent for the entire road and it should be looked at more as a <br />continuum. <br /> <br /> Mr. Lynch said he agrees about the steering committee and about adding language <br />in "g" of the RFP, and suggested that language be pulled from the Rieley report (i.e. <br />pedestrian access, access to the Rescue Squad, and no impact on the Vietnam Memorial, <br />etc.). He said the consultant should know what we are trying to achieve. <br /> <br /> Mr. Schilling suggested consulting the Rescue Squad about their long-term plans <br />as he would hate to design around them and then have them leave. <br /> <br /> Dr. Brown asked Council to provide him with comments prior to the next meeting <br />on the type of individuals that should be included on the steering committee.
