Mr. Schilling expressed concern that oftentimes people do not hear about street <br />closing requests until they are being discussed at a public meeting. Noes: Mr. Caravati and Mr. Schilling. <br /> <br />REPORT: CITYLINK <br /> <br /> Mr. O'Connell said that the goal of CityLink is to improve customer service and <br />replace the City's obsolete computer system. He said the lessons learned so far include <br />the need to test and retest the system before we go live; the need to train, train, and train <br />employees, questioning of the contract license; the original schedule was overly <br />optimistic; and the citizens misunderstand what it is. <br /> <br /> Mr. Rick Fore, Director of Information Technology and Project Manager, <br />reviewed the phases of the project. <br /> <br /> Police Chief Tim Longo explained how the system will integrate with the Police <br />Department's mobile data system and will help handle non-police complaints, will <br />generate work orders, and can be used as a performance measurement. <br /> <br /> Ms. Judy Mueller, Director of Public Works, described the integrated work <br />management system that will plan, manage and track workloads. <br /> <br /> Ms. Jennifer Brown, Treasurer, said that the system will help provide additional <br />information on utility bills. <br /> <br /> Mr. Schilling asked to what degree of confidence is there that July 1 will be the <br />live date, and Mr. O'Connell said that is our date, and Mr. Fore said he has 100% <br />confidence. <br /> <br /> Mr. Schilling said he has had questions from the community regarding the cost of <br />the delay and the cumulative cost of training. <br /> <br /> Mr. O'Connell said that mostly existing employees are doing it and other <br />employees are picking up the slack so there is not a cost to that piece. He said he will <br />provide a more detailed response. <br /> <br /> Mr. Schilling asked about what other major areas of City management are not <br />covered by this system. <br /> <br /> Mr. Fore said there is no system that covers all areas and those not covered at this <br />time are: real estate assessment, Neighborhood Development Services permitting; and <br />personal property tax relief. <br /> <br /> Responding to a question from Mr. Schilling, Mr. Fore said that we are not <br />looking to replace those systems, though real estate assessment will go to a newer <br />version. <br /> <br /> Mr. Lynch asked if he is correct that those systems are not running on the City' s <br />old system, and Mr. Fore said yes. <br /> <br /> <br />
