Mr. Lynch made a motion to approve the appropriation and Ms. Hamilton <br />seconded the motion. <br /> <br /> Mr. Caravati said he will support this appropriation, but added that we cannot <br />forget the need to get the state and federal governments to own up to their responsibilities <br />regarding refugees. <br /> <br /> Ms. Hamilton said she will also support the appropriation as she feels there is an <br />emergency need and it will only use a small amount of the reserve money. <br /> <br /> The appropriation of $15,000 for the City's share of an ESL teacher was offered <br />and carried over to the next meeting for consideration. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Caravati said that the U. Va. Art Museum will be hosting an upcoming art <br />exhibit from Besancon, France, and he proposed that Council authorize use of $5,000 <br />from its special events fund to help fund the exhibit, which has a total cost of $150,000. <br />He said it will be an educational opportunity for the community and school children and <br />said that economic development opportunities are also great. He said there is a national <br />public relations outreach planned for the exhibit. He said the opening of the exhibit will <br />be on April 8th at 6:30 p.m. <br /> <br /> Responding to a question from Mr. Lynch, Ms. Jeanne Cox, Clerk of Council, <br />said that the special events fund that rolls over from year to year has approximately <br />$7,000 remaining, and the special events fund in Council's budget has approximately <br />$8,000 remaining. <br /> <br /> Mr. Lynch asked if the City's contribution could be earmarked for educational <br />purposes, but Mr. Caravati said that they have not approached their fundraising in that <br />way. <br /> <br /> Responding to a question from Dr. Brown, Mr. Caravati said he thinks the <br />University is contributing $40,000 toward the exhibit. <br /> <br /> Dr. Brown said he will support this request and noted that the University is <br />investing in the project and the community. <br /> <br /> Mr. Caravati made a motion to authorize the use of $5,000 of the special events <br />fund for the exhibit, and Ms. Hamilton seconded the motion. <br /> <br /> Mr. Schilling said that given the comments made earlier in the meeting by <br />members of the public about their ability to stay in their homes due to increasing taxes, <br />he does not think this is the climate to spend money in this way. <br /> <br /> Mr. Lynch said he is generally in support of the request, but said we may want to <br />put it formally on the next agenda. <br /> <br /> Ms. Hamilton agreed with Mr. Lynch, and the matter was deferred to the next <br />meeting. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, Ms. Kaye Monroe was <br />appointed (Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. <br />Noes: None.) to a four-year term on the Social Services Advisory Board. This term will <br />expire on June 30, 2008. <br /> <br /> <br />
