Mr. Caravati said he thinks a committee under 11 people would be best. <br /> <br /> Responding to a question from Dr. Brown, Mr. Tolbert recommended that staff <br />serve as resources to the committee, not as voting members. He suggested staff include <br />someone from engineering, the environmental coordinator and Angela Tucker. He also <br />suggested that the VDOT representative be used as a resource. He said this will keep the <br />size of the committee small. <br /> <br /> Mr. Caravati suggested representatives from Park Street or North Downtown be <br />included. <br /> <br /> Mr. Schilling said that the needs of the Rescue Squad are included in the RFP, but <br />he does not think they should be designed around if they plan to move. He suggested that <br />we get the Rescue's Squad's long-term plan. <br /> <br /> Responding to comments made by Mr. Kleeman earlier in the evening, Mr. Lynch <br />said that the preliminary traffic study addressed the intersection. Referring to comments <br />made by Mr. Collins, he said we may want to inform the public about the improvements <br />proposed for the Meadowcreek Parkway before we do the RFP, including additional park <br />land and the eastern connector. He said he wants solid confirmation that the eastern <br />connector project is going forward. He said an alignment and location study is needed <br />for the eastern connector which he thinks could be done for $500,000. <br /> <br /> Dr. Brown said he will circulate a list of representatives for the steering <br />committee to Council. <br /> <br /> Mr. Caravati said it is important to get the right people for the committee and for <br />them to have enough authority to make sure it is done right. He said this is the first time <br />we have dealt with the design study on our own. He said the committee can deal with the <br />Section 4f issue. <br /> <br /> Responding to a question from Mr. Lynch, Mr. Tolbert said the intent is that the <br />steering committee bring back options to Council. <br /> <br /> Mr. Lynch asked about what in the RFP lets the consultant know that they will <br />have to report to the steering committee. <br /> <br /> Mr. Tolbert said that while it is mentioned in the RFP, he did not want to spell it <br />out in detail, but instead wants the committee to work this out in the negotiating process <br />with the consultant. <br /> <br /> Mr. Lynch said his only concern is that the consultant may wonder what he is <br />getting into, but if staff does not think this is a concern then he is okay with it as is. <br /> <br /> Mr. O'Connell said that the RFP, steering committee composition and <br />programming resolution will be brought back to Council on March 7th. <br /> <br /> Mr. Lynch asked for a fourth item on the agenda, a comprehensive list of <br />conditions under which the Meadowcreek Parkways moves forward. He said he would <br />like to include the replacement park land, eastern connector and interchange as conditions <br />before we commit monetarily. He said he thinks the County is in broad agreement about <br />the eastern connector but would like to have it in writing. <br /> <br />Mr. Caravati said this would be a lot to accomplish before the next meeting. <br /> <br /> Dr. Brown suggested that the 2000 letter from Council be brought forward to see <br />if Council can agree.
