forums and hearings. She said one of the key concerns is impact to the existing <br />neighborhood. She said the committee agreed that a multi-use low speed road is needed <br />with careful attention to parking and traffic calming. She said Alternate C best met the <br />criteria. She said the next step in the process is for Council to consider the matter. <br /> <br /> Mr. Lynch thanked Ms. Tucker for a great job dealing with the committee. He <br />said he is a proponent of Alternate C as it will allow the most economic development out <br />of the commercial area. He said the road should be low speed, safe and have a <br />neighborhood and urban quality to it, and should maintain parking. He said the neighbors <br />should be commended as they made it a much better project. He said a grant has been <br />identified to fund the study and safety features were added. He said he believes we can <br />come up with a solution that will be beneficial to everyone. Mr. Lynch said that citizens <br />can find more information on the Hillsdale Drive website. <br /> <br />MINUTES: JANUARY 27 AND 28 AND FEBRUARY 7 <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, the minutes of January 27 <br />and 28 and February 7 were approved, as amended by Mr. Lynch, by the following vote. <br />Ayes: Dr. Brown, Mr. Caravati, Mr. Lynch, Mr. Schilling. Noes: None. Absent: Ms. <br />Hamilton. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />COUNCIL REPORTS <br /> <br /> Mr. Caravati encouraged the City Manager make sure Fluvanna County <br />representatives are informed about our point of view regarding the James River pipeline. <br /> <br /> Mr. Caravati said the newspaper article about the pizza delivery discrimination <br />bothers him but he is not sure what to do about it. He said it seems as though other <br />vendors regularly deliver to those areas and there are police substations next to those <br />neighborhoods. He said crime rates have gone down. He said all the affected <br />neighborhoods have high elderly populations. <br /> <br /> Mr. Lynch echoed Mr. Caravati's concern, and asked if the crime data mirrors <br />what the vendors are saying. He said there may be a four year old stereotype that may no <br />longer be true. <br /> <br /> Mr. Caravati said he would like to find out if the reasons for non-delivery are <br />valid. <br /> <br /> Dr. Brown said he thinks perhaps times have changed. He asked for Council's <br />support to write a letter to the vendors to make sure there is no discrimination and to <br />assure that there are adequate City services. He said this also affects a population that <br />often does not have cars. He said he will draft a letter to circulate to Council. <br /> <br /> Mr. Lynch said he and the Mayor met with County representatives regarding the <br />Meadowcreek Parkway and it was a very productive meeting. He said a number of <br />concerns were put on the table, including the eastern connector and park land. He said <br />that if a location study is done for the eastern connector Council may want to consider <br />supporting some portion of that study. He said he knows we need to alleviate traffic in <br />the City. He said the study could cost $500,000 and that at the meeting with the County <br />he had proposed that we may want to put half of that on the table, with the County <br />providing matching funds. He now believes it would be preferable for the City and <br />County to each put up $125,000 for the location study, with VDOT putting up the <br />remainder. <br /> <br /> Dr. Brown agreed that the County meeting was very productive. He said that a <br />presentation was made at the recent PACC meeting about University housing, and he <br />asked that that presentation be forwarded to Council. He said the University currently <br />houses about half of its undergraduates. <br /> <br /> <br />
