He expressed concern that such as comparison tonight would not do <br />justice to agencies. <br /> <br /> Mr. Lynch said he is questioning whether the criteria used by the review team is <br />what Council wants. <br /> <br /> Ms. Hamilton said we are discussing having a policy change in the middle of the <br />process and she questioned using that approach now. She said she has no problem <br />discussing this in the future. <br /> <br /> Mr. Schilling said he thinks agency drivers are different than the City's and a <br />comparison now may not be the way to go. <br /> <br /> Mr. Caravati agreed with Mr. Lynch and said the agencies that deal with poverty <br />do not have near enough resources and he feels that trumps the rest of it. <br /> <br /> Dr. Brown proposed that the recommendations for all agency funding that were <br />subject to the budget review, except for those classified as new programs, be approved as <br />recommended. <br /> <br />Ms. Hamilton and Mr. Schilling agreed. <br /> <br /> Mr. Caravati said he hopes that when we have a discussion about this we err on <br />the side of agencies who provide direct services. <br /> <br /> It was agreed that a work session will be held in June so that Council can give <br />direction to the budget review team in a timely fashion. <br /> <br /> Dr. Brown was the only one to support increased funding for the Film Festival. <br /> Ms. Hamilton said any additional funding for the African-American Festival can <br />come out of the special projects fund. <br /> <br /> Dr. Brown suggested funding for the Quality Community Council, subject to <br />them coming forward with a specific proposal. <br /> <br /> Dr. Brown said he thinks it is important to provide funding for the Boys and Girls <br />Club because of the importance of after-school activities. <br /> <br />Ms. Hamilton, Mr. Lynch and Mr. Caravati agreed. <br /> <br /> Dr. Brown, Mr. Lynch, Ms. Hamilton and Mr. Caravati expressed support for <br />fully funding the City Center for Contemporary Arts request. <br /> <br /> Mr. Caravati proposed increasing funding for the Municipal Band to help them <br />pay off their building. <br /> <br /> Mr. Lynch agreed that the Municipal Band is an institution we should support, but <br />he noted that we already give them $44,000 which is significant and more than <br />comparable organizations receive. <br /> <br /> Ms. Hamilton and Dr. Brown supported increasing funding for the Municipal <br />Band. <br /> <br /> Mr. Caravati supported providing $5,000 for Art in Place as he thinks it is an <br />extremely good asset and is a good value. <br /> <br />Ms. Hamilton agreed. <br /> <br /> Mr. Lynch asked if it would be possible to meet with the Art in Place organizers <br />as he agrees with the critics that certain locations are inappropriate. <br /> <br /> <br />
