Ms. Hamilton said she feels Art in Place needs public relations help. Ms. <br />Hamilton said she would support a work session on art in general, to include Art in Place <br />and McGuffey Art Center. <br /> <br /> Mr. Schilling said he thinks Ms. Hamilton made a good suggestion at a previous <br />meeting regarding citizen involvement in the Art in Place review panel. <br /> <br /> It was agreed that $5,000 for Art in Place would be paid for out of the Percent for <br />Art fund. <br /> <br /> Mr. Caravati, Ms. Hamilton and Dr. Brown supported funding for the Legal Aid <br />Elder Law Program. <br /> <br />Staff proposed providing $26,000 for salaries for the Public Defender's office. <br />Mr. Lynch said he thinks it would be helpful to have a work session with the <br />Public Defender, Commonwealth' s Attorney and judges to see how they tie in with the <br />Comprehensive Services Act. Mr. Lynch said he would have a problem providing <br />$26,000, but could support $20,000. <br /> <br /> Responding to a question from Dr. Brown, Mr. Schilling said he has nothing else <br />to add and does not have enough information. <br /> <br /> Ms. Hamilton, Dr. Brown and Mr. Caravati supported providing $26,000 for the <br />Public Defender's office. <br /> <br /> Mr. Lynch asked if the Small Business Development Center overlaps with what <br />the City is doing. <br /> <br /> Mr. Watts said the organization provides loans available through State and <br />Federal sources and has been instrumental in getting several small businesses started. He <br />said the City cannot get access to these loans. <br /> <br /> Mr. Caravati recommended waiting another year to fund the SBDC to make sure <br />their program is well grounded. <br /> <br /> Ms. Hamilton said there is value in small business development and she is <br />inclined to support funding. <br /> <br />Mr. Lynch said he would like to support it but needs more information. <br /> <br /> Dr. Brown suggested keeping this amount in Council reserve and dealing with it <br />later, and Ms. Hamilton, Mr. Lynch and Mr. Caravati agreed. <br /> <br /> Mr. Lynch said he thought the proposal to take out half of the funding for the <br />Thomas Jefferson Partnership for Economic Development and to approach the County <br />was a good one and would not cause any harm to TJPED. <br /> <br /> Mr. Schilling said he understands that three members of the Albemarle County <br />Board of Supervisors support funding TJPED. He said he gets the sense that not a lot of <br />people understand what TJPED does. He stated they are open to Council giving specifics <br />about what we want them to accomplish. <br /> <br /> Mr. Watts said their focus has been on technical and medical businesses, but said <br />they have not been given guidance from Council. <br /> <br />Ms. Hamilton said she would like to see them attract grocery stores. <br /> <br /> Dr. Brown said Mr. Schilling makes a good point. He proposed not decreasing <br />their funding and following up on Mr. Schilling's idea. <br /> <br />Mr. Lynch said they should still approach the County. <br /> <br /> <br />
