CTS/JAUNT <br /> <br /> Mr. O'Connell said that City staff and the Mayor met with representatives from <br />the County about transit funding and there was agreement that the City will go as far as it <br />can with the current County funding for a County route, with an understanding that a <br />working group will meet and bring in a State expert to work out a longer term funding <br />arrangement. <br /> <br />Mr. Caravati proposed that the service be cut in the County. <br /> <br /> Ms. Hamilton said she would like to find out more information first, including the <br />impact of cutting the service on City residents. <br /> <br />Dr. Brown said one question is how do you factor in grants CTS receives. <br /> <br /> Mr. Schilling said Ms. Hamilton makes a good point and we need to be careful. <br />He said the City needs to come at this from a position of strength and with the <br />recognition that the City is subsidizing County routes. He said he thinks bringing in an <br />outside person is a good idea. He said we should also take into account the sales tax <br />money being spent in the County by City residents. <br /> <br />Mr. Caravati proposed to reduce the funding by $115,000. <br /> <br /> Dr. Brown noted that the County saw a 94% increase with only a 6% increase in <br />the cost to the budget. <br /> <br /> Mr. Lynch said that CTS has a $3 million operating budget, $1.7 of which comes <br />from State and Federal grants. He asked if we allocate from the $3 million or based on <br />the net cost when we allocate the cost to the County. <br /> <br /> Ms. Judy Mueller, Director of Public Works, said that there are a lot of other <br />issues. <br /> <br /> Dr. Brown said it seems the budget is in order for first reading on Monday, and <br />asked if Councilors feel the need for an additional work session. <br /> <br />Ms. Hamilton said she is comfortable where we are. <br /> <br />Mr. Schilling said he is not sure he sees the need for an additional work session. <br /> <br /> Mr. Lynch said he favors another work session as he would like more time to look <br />at the information provided as a result of Councilors' questions. He said he is not <br />completely happy with the budget. <br /> <br />Mr. Caravati agreed with Mr. Lynch. <br /> <br />It was agreed that an additional work session would be held. <br /> <br />Dr. Brown asked the Councilors who want the work session to identify issues. <br /> <br /> Mr. Caravati said he is unsettled about the School budget and needs more time <br />with the overall budget. <br /> <br /> Mr. Lynch said he would like to do something positive with transit such as adding <br />Sunday bus service. He said it could be done now or off-budget. Mr. Lynch said <br />discussions have been held with the County about jointly applying for VDOT funds and <br />asked where these funds would come from. <br /> <br />Mr. O'Connell said that a memorandum is being prepared to address this issue. <br /> <br /> Dr. Brown said we will know before July 1 if we need to make adjustments to <br />CTS. <br /> <br /> <br />
