WHEREAS, the properties which are the subject of this application may be <br />further identified as 201,203,205, 207, 209, 211 and 213 15th Street, N.W., containing <br />collectively approximately 25,564 square feet of land 9 (together, hereinafter "Subject <br />Property"); and <br /> <br /> WHEREAS, a joint public hearing on this application was held before the City <br />Council and Planning Commission on April 12, 2005, following notice to the public and <br />to adjacent property owners as required by law; and <br /> <br /> WHEREAS, on April 12, 2005, based on the information presented by <br />Neighborhood Development Services staff as well as by the Applicant, the Planning <br />Commission recommended that the requested amendment be approved as submitted, with <br />all other conditions of the Special Use Permit approved on March 7, 2005 remaining <br />unaffected by this amendment; and <br /> <br /> WHEREAS, this Council finds and determines that granting the requested <br />amendment to the Special Use Permit would be consistent with the City's Zoning <br />Ordinance and the criteria generally applicable to special use permits under Chapter 34 of <br />the City Code; now, therefore <br /> <br /> BE IT RESOLVED by the Charlottesville City Council that the Special Use <br />Permit for the Subject Property approved by this Council on March 7, 2005, is hereby <br />amended to increase the maximum density allowed from 70 to 87 dwelling units per acre. <br />All other conditions of the Special Use Permit approved by City Council on March 7, <br />2005 shall remain the same and be unaffected by this amendment. <br /> <br />d. ORDINANCE: "AN ORDINANCE GRANTING A <br /> TELECOMMUNICATIONS FRANCHISE TO QWEST <br /> COMMUNICATIONS CORPORATION, ITS SUCCESSORS AND <br /> ASSIGNS TO USE THE STREETS AND OTHER PUBLIC PLACES OF <br /> THE CITY OF CHARLOTTESVILLE, VIRGINIA FOR ITS POLE, WIRES, <br /> CONDUITS, CABLES AND FIXTURES, FOR A PERIOD OF FIVE (5) <br /> YEARS" (2nd reading) <br /> <br />PUBLIC HEARING/RESOLUTION: COMMUNITY DEVELOPMENT BLOCK <br />GRANT ACTION PLAN FY 2006 <br /> <br /> Ms. Missy Creasy, Planner in Neighborhood Development Services, explained <br />that this is the third year of the Action Plan of the Consolidated Plan and is the <br />application submitted to HUD for CDBG and HOME funds. <br /> <br /> Mr. Lynch said that the goal for first time homebuyer assistance seems low, and <br />asked if this includes Piedmont Housing Alliance clients. <br /> <br /> Ms. Creasy said three families can be served with CDBG funds and two with <br />HOME funds. She said the actual number of people served will be listed in September, <br />and said that PHA is not listed in this section of the Plan. <br /> <br /> Responding to comments made by Ms. Creasy, she clarified that community goals <br />are done in a separate report. She said localities have five years to do something in each <br />category. She said that there is a Housing Directors Council that meets on a monthly <br />basis to discuss regional goals. <br /> <br /> Mr. Caravati said if you look at the matrix it reveals that Charlottesville is the <br />only locality doing anything significant regarding affordable housing. He said he would <br />prefer not to vote on the Plan until he hears back from the Thomas Jefferson Planning <br />District Commission. He said Charlottesville has an increasing number of poor families. <br />He said he is not adverse to sharing HOME funds with the region for affordable housing. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> <br />
