Mr. Lynch said he likes the option of being able to drop everything at the curb. <br /> <br /> Ms. Mueller said that what she has presented is what BFI is able to do now, but <br />this is something staff will look at constantly. <br /> <br /> Mr. Schilling said he is not interested in continuing to subsidize the County. He <br />said he does not think the brown boxes are a big issue. He said he would like to <br />understand what the profit/cost has been for recyclables and would like a similar report <br />on the disposition of all these things (amount recycled and not recycled). He said he <br />appreciates staff' s work. <br /> <br /> Dr. Brown said he would like to know the proportion of residents who participate <br />in curbside recycling and a sense of the proportion of people who drive to Mclntire <br />Recycling Center. <br /> <br /> Ms. Mueller noted that 17% of users of the Recycling Center are not City or <br />Albemarle County residents. <br /> <br /> It was the sense of Council to get more information and further pursue the <br />proposal. <br /> <br />REPORT: COMPREHENSIVE PLAN PROCESS <br /> <br /> Mr. O'Connell said that the recommendation is that the focus for the <br />Comprehensive Plan Update be less on land use and more on larger community issues. <br />He said the purpose of this discussion is to get Council guidance and questions. <br /> <br /> Mr. Tolbert said that the purpose of the May 12th work session is to get buy in <br />from Council and the Planning Commission on the process. He said it is important to <br />narrow the focus to six to ten issues. He said Council will also be asked at the work <br />session to validate the guiding principles and vision, talk about the issues raised by the <br />community, and talk about the idea of a steering committee. <br /> <br /> Ms. Hamilton said the neighborhood put a lot of work into identifying issues and <br />that seems like the place to start: what got done, what did not, and what the <br />neighborhood wants to see happen. <br /> <br /> Mr. Tolbert said staff is try8ing to meet regularly with neighborhoods but is trying <br />to do things differently this time. He said we cannot create unrealistic expectations again. <br /> <br /> Mr. Lynch agreed with Ms. Hamilton about focusing on neighborhood plans. He <br />said things have changed in five years. He suggested taking an updated version of the <br />plans back to the neighborhoods to get their feedback and find out if they are still the <br />problems. <br /> <br />Ms. Hamilton said people do not want to waste time on a strategic vision. <br /> <br /> Mr. O'Connell said we are trying to get at a bigger focus that would drive future <br />budgets. <br /> <br /> Ms. Hamilton said that people in neighborhoods that have historically been <br />neglected want to see specific projects. She said in some neighborhoods capital projects <br />are the vision. <br /> <br /> Mr. Caravati said that part of the strategic plan is to decide if we want to use the <br />CIP to catch up neighborhoods. He said we should tackle the process of projects. <br /> <br /> Mr. Schilling said he concurs with Ms. Hamilton regarding certain <br />neighborhoods, and noted that those neighborhoods have been historically <br />underrepresented on this body. He said he was the lone voice with concerns about <br />spreading out the CIP money instead of using it in certain neighborhoods where it is <br />deserved. <br /> <br /> <br />
