12 <br /> <br /> Mr. Schilling said that he recently visited the traffic center and was under the <br />impression that it operated differently than it does. He said he thought computers were <br />tracking traffic and making changes, but a person is monitoring and making changes. He <br />said there may be a compelling reason to do this, but it is different than he thought. Mr. <br />Schilling said that John Pfaltz had previously put forward good questions and he asked <br />that they be addressed. <br /> <br /> Mr. Tolbert said that Mr. Pfaltz questions included: is it the same software as used <br />in Fairfax and he said it is not; where did the 20% number come from and he said it is the <br />industry standard documented in another locality; could we use fiber optic and he said <br />where it is available we will take advantage of it but the remainder will be wireless. Mr. <br />Tolbert said that the system will allow us to synchronize lights and then change them if <br />needed without going to the site. <br /> <br /> The Appropriation of $500,000 for the Traffic Signal Synchronization, which was <br />offered at the May 2nd meeting, was approved by the following vote. Ayes: Dr. Brown, <br />Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: None. Abstaining: Mr. Schilling. Mr. <br />Schilling said he just does not have enough information but is a proponent of the idea. <br /> <br /> WHEREAS, the Virginia Department of Transportation has awarded funds to the <br />City of Charlottesville specifically for transportation programs; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that a <br />total of $500,000 received from the Virginia Department of Transportation is hereby <br />appropriated to account code 27-280-051179 in the Capital Improvement Fund for the <br />purpose of funding traffic signalization improvements (Intelligent Transportation <br />Systems). <br /> <br />PUBLIC <br /> <br /> Mr. Kenneth Jackson, Rugby Avenue, said he is disgusted with Council's <br />behavior during the meeting, is concerned with Council embellishing and with action <br />Council took during the meeting. <br /> <br /> Mr. Gate Pratt, 415 9th Street, N.W., on behalf of the l0th and Page Neighborhood <br />Association, thanked Council for their consideration of a traffic signal. He said he will <br />accept the decision, but has strong reservations that a flashing light may not be adequate. <br />He said traffic is increasing on Preston Avenue and he thinks all the lights should be <br />looked at, not just this intersection. He said he hopes the City will rethink Preston as a <br />better pedestrian boulevard. <br /> <br />COUNCIL REPORTS <br /> <br /> Mr. Lynch said that he communicated Council's sentiment regarding use of <br />HOME funds in other localities at the last Planning District Commission meeting. He <br />said one course of action is to allow the other five counties to use the CHODO funds the <br />City receives. <br /> <br /> Mr. Lynch said that two weeks ago he and Sally Thomas, Albemarle County <br />Board of Supervisors member, met with DEQ regulators regarding the water supply <br />options. He said they were very forthcoming and are willing to work with us. He said a <br />number of problems were noted with going to the James River. He said the consensus <br />was to build the least expensive and least environmentally damaging alternative which <br />would be to increase the Ragged Mountain dam. He said he hopes Council will endorse <br />that position. <br /> <br /> Ms. Hamilton said that the Housing Authority is moving forward with finding a <br />replacement for the Executive Director. <br /> <br />OTHER BUSINESS <br /> <br /> <br />
