Mr. Watson said it will not be known until there is major stripping if there is <br />damage to all the old wood. He said it is also not known if the house will stand up to a <br />new foundation. <br /> <br /> Mr. Schilling said he does not disagree with what Mr. Watson has said. He asked <br />when the last time PHA knowingly purchased an historic house with the intent to tear it <br />down. <br /> <br />Mr. Armstrong said not since he has been here. <br /> <br /> Mr. Schilling said if that question had been asked we would not be here. He said <br />it is incumbent on professionals to ask that question, and does not believe it is incumbent <br />on staff. He said he sympathizes with their plight, but feels that diligence on the part of <br />PHA was not done. <br /> <br /> Mr. Watson said that historic preservation is always on our minds when we <br />renovate. He said he is not sure PHA would not have purchased this house had the <br />historic designation been known. <br /> <br /> Mr. Armstrong said that good points have been made. He said he takes total <br />accountability, but asked that the City re-examine its derelict structures. He said PHA <br />will take this issue back to the BAR and look at alternatives. <br /> <br /> Mr. Lynch made a motion to defer the appeal, and Mr. Caravati seconded the <br />motion. <br /> <br /> Mr. Lynch said he looked at the house and tried to find something to like in terms <br />of its historic nature. He said he does not understand its value. <br /> <br />Dr. Brown asked for clarification of future action. <br /> <br /> Mr. Brown said that the matter will go back to the BAR for consideration of <br />alternatives. If no alternative agreement is reached, the appeal will be placed back on <br />Council' s agenda. <br /> <br /> Ms. Hamilton said she is torn over the project. She said she was struck by the <br />statement of no benefit with affordable housing, noting that is a need. She challenged the <br />preservation community to help, perhaps in renovating the house as a demonstration <br />project. She said she can see value to it. <br /> <br /> Mr. Caravati said the application to demolish has already happened by neglect <br />and by allowing changes. He said we should be fastidious in how we maintain these <br />structures. <br /> <br />Dr. Brown thanked PHA for their willingness to go back to the BAR. <br /> <br /> The appeal was deferred by the following vote. Ayes: Dr. Brown, Mr. Caravati, <br />Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br />REPORT: TRAFFIC SIGNAL AT 10TM STREET AND PRESTON AVENUE <br /> <br /> Mr. O'Connell said that the issue of a traffic signal at l0th Street and Preston <br />Avenue came as a request at the last Council meeting. <br /> <br /> Mr. Tolbert said the request for a traffic signal was made by the 10th and Page <br />Street Neighborhood Association, but is also a concern of the Rose Hill neighborhood. <br />He said that a warrant analysis was done for this site but it did not meet any of the eight <br />warrants. He said staff proposed an alternative of a pedestrian signalized crossing with a <br />flashing light, but noted that the neighborhood continues to want a traffic light. Mr. <br />Tolbert said that if approved this will be the first of this type light attempted in the City. <br />He expressed concern about placing traffic signals where warrants are not met. <br /> <br /> <br />
