Ms. Hamilton expressed concern that the traffic is accustomed to barreling up and <br />down that hill, and asked how we can re-enforce traffic stopping when the light is <br />flashing. <br /> <br />Mr. Lynch suggested that we have enhanced enforcement for the first few weeks. <br /> <br /> Mr. Caravati said he sees this as the first step of a possible solution, and if it does <br />not work we should go to the next step. <br /> <br /> Mr. Tolbert noted that staff is investigating using this type light in other locations <br />as well. <br /> <br /> Mr. Schilling thanked Mr. Pratt and Mr. Gaines for bringing this issue forward. <br />He said he is not sure a signal is warranted, but he does want to address the concern. <br /> <br /> Mr. Lynch made a motion to proceed with the recommendation for a flashing <br />light, Ms. Hamilton seconded the motion, and it was approved by the following vote. <br />Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br />RESOLUTION: ACCEPTING AMHERST COMMONS AS CITY STREET <br /> <br /> Mr. Tolbert said that questions were raised about the street acceptance at the last <br />meeting. He said we could lose $510 per year in street maintenance funding if VDOT <br />does not accept the street because of its width. He said there are no issues involved with <br />snow removal and trash pickup as trash is already picked up on the street and it will be no <br />more difficult to plow this street than other narrow streets in the City. He said staff <br />recommends acceptance of the street. <br /> <br /> Responding to a question from Mr. Caravati, Mr. Tolbert said the City has no <br />maintenance responsibilities in the alley. <br /> <br /> Mr. Schilling said he understands why these residents want the street accepted, <br />but he wonders where the snow is going to go when it is plowed and how the plow will <br />get out. He said the stated intent of the narrow street is to promote new urbanism, but the <br />practical effect is that it is hard to keep clean. He said he does not think it is a good idea <br />and he made a motion to deny the acceptance. <br /> <br />Mr. Caravati seconded the motion. <br /> <br /> Ms. Hamilton said it is her understanding that Council gave its word that it would <br />accept this street when it was brought up to standards, and now Council is proposing to <br />go back on its word. <br /> <br /> Mr. Schilling said there was only implied acceptance in the memorandum to <br />Council. <br /> <br /> Mr. Caravati said he has not seen the memorandum referred to by Mr. Schilling <br />and made a motion to defer the resolution to the next meeting. Mr. Schilling seconded <br />the motion to defer and the street acceptance was deferred by the following vote. Ayes: <br />Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br />APPROPRIATION: $1,460,000 -BELMONT BRIDGE REPAIRS (FEDERAL <br />FUNDS) (2nd reading) <br /> <br /> Mr. Tolbert said that additional information on bridge inspection reports and a 20 <br />year history of bridge repairs was sent to Council. <br /> <br /> Mr. Caravati asked if the City's match is 2%, and Mr. Tolbert said yes, except the <br />match is waived with the First Cities Program. <br /> <br /> The $1,460,000 Appropriation for Belmont Bridge Repairs, which was offered at <br />the May 2nd meeting, was approved by the following vote. Ayes: Dr. Brown, Mr. <br />Caravati, Ms. Hamilton, Mr. Lynch. Noes: None. Abstaining: Mr. Schilling. Mr. <br /> <br /> <br />
