10 <br /> <br /> Mr. Schillings said he has previously expressed his reservations about the summer <br />rates before. He said that in a different community with more stable residents this would <br />work. He said these rates results in permanent residents paying higher rates. He said <br />lower income residents are also hit more because more affluent residents leave and go on <br />vacation in the summer. He said he thinks summer rates are a tool to be used in times of <br />drought. <br /> <br /> Mr. Lynch said it is important to keep in mind that the cost is driven by water <br />treatment and storage, predominantly storage, to get us through the summer when we <br />have less rain. He said it is important to allocate the cost and set pricing accordingly. He <br />said not everyone has guaranteed storage (i.e. car washes), and we may want to charge <br />interruptible customers less. <br /> <br /> Dr. Brown said he does not have enough information to change pricing at this <br />time, but he would like to see if the pricing changes demand, and would like to study <br />who it is affecting. <br /> <br /> Mr. Schilling said that just as low income people are the least likely to recycle, <br />they are also the least likely to conserve water and respond to higher prices. <br /> <br /> The ordinance entitled "ORDINANCE TO AMEND AND REORDAIN <br />CHAPTER 11 (FINANCE) AND CHAPTER 31 (UTILITIES) OF THE CODE OF THE <br />CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO UTILITY <br />RATES AND SERVICE FEES," which was offered at the May 16th meeting, was <br />approved by the following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. <br />Lynch. Noes: Mr. Schilling. <br /> <br />PUBLIC <br /> <br /> Mr. Derek Vanderlinde, 715 Palatine Avenue, said he has spoken against the <br />Transit Center before. He said it is Council's responsibility to bring it in on budget. He <br />suggested putting a transit center in the current ACAC site on Water Street. He said <br />people were against having another mall crossing when meetings were held about the <br />transit center. He said he noticed that the building permit for the free expression <br />monument was only for $50,000, and said that is not enough for the permit. He said <br />Council should rethink the terminal. <br /> <br />COUNCIL REPORTS <br /> <br /> Dr. Brown said there was a good discussion at the PACC meeting about the fire <br />services study. <br /> <br /> Mr. Caravati said that PACC members took a tour of the rare book collection at <br />U. Va. which he said is fantastic, and he thanked U. Va. for making it available to the <br />public. <br /> <br />OTHER BUSINESS <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, the following appointments <br />were made to the Charlottesville-Albemarle Commission on Children and Families: <br />Tracey C. Hopper (three-year term to expire June 30, 2008), Leslie Harris Scott <br />(reappointment to three-year term to expire June 30, 2008), Paul Wisman (unexpired term <br />to expire June 20, 2006), and Alia Stewart-Silver (reappointment to one-year term as <br />youth representative with term to expire June 30, 2006) by the following vote. Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Schilling, Stephen Bolton was <br />appointed to a three-year term on the Charlottesville-Albemarle Regional Transportation <br /> <br /> <br />
