RESOLUTION: ACCEPTING AMHERST COMMONS AS CITY STREET <br /> <br />Dr. Brown noted that this issue is before Council for the third time. <br /> <br /> Mr. Tolbert said he has provided Council with information about comparable <br />streets in the City. <br /> <br /> Mr. Lynch made a motion to approve the resolution accepting Amherst Commons <br />as a City street, and Mr. Caravati seconded the motion. <br /> <br /> Mr. Schilling said he has looked at comparable streets and all of the others have <br />outlets. He said this is a dead end street, and he is concerned about how a snow plow <br />would maneuver. He expressed concern about the policy regarding narrow streets. He <br />said he understands Mr. Ford's concern expressed earlier in the meeting. He said this <br />policy was set in the early 1990's and he feels it would be a good idea to review it. He <br />said he will abstain from voting. He said he sees there could be problems. <br /> <br /> Mr. Caravati said trash trucks are actually bigger than snow plows. He said his <br />concern is that residents need to help us by moving their cars during snow storms. He <br />noted that communication is an issue with the homeowners association. <br /> <br /> Ms. Hamilton said she lives on a narrow dead end street and she has seen no <br />problems. She noted that she has expressed concern about Council reneging on a <br />promise previously made. She said she is okay with reviewing the policy. <br /> <br /> The resolution accepting Amherst Commons as a City street was approved by the <br />following vote. Ayes: Dr. Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch. Noes: <br />None. Abstaining: Mr. Schilling. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, on <br />recommendation of the City Engineer and City Manager that Amherst Commons, which has <br />been built to the specifications and standards required by City-approved plans, is hereby <br />accepted into the City street system for maintenance. The street hereby accepted is shown <br />on the attached plat dated December 12, 1996, 1st revised April 24, 1997, S. L. Key <br />Incorporated Land Surveyors. <br /> <br />REPORT: NEW DESIGN FOR FONTAINE AVENUE <br /> <br /> Mr. Tolbert said the proposed design will be brought back to Council in July <br />when the architect will be present. He said the design will then be sent to VDOT with a <br />request that the design be incorporated. <br /> <br /> Mr. Caravati asked staff to make sure that neighbors on Fontaine Avenue as well <br />as cross streets are fully aware of the new design and suggested that Meredith Richards <br />also be notified. <br /> <br />It was the consensus of Council that a public hearing be held on the new design. <br /> <br />APPROPRIATION: $50,000 - SUMMER FOOD SERVICE PROGRAM GRANT <br /> <br /> Mr. Lynch said that instead of just going with the low bid for the summer food <br />service program, we should make sure we get a good lunch as opposed to a cheap lunch. <br /> <br /> Mr. Mike Svetz, Director of Parks and Recreation, said the bid must at least meet <br />minimum FDA standards. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Caravati, the $50,000 appropriation of <br />the Summer Food Service Program Grant was offered and carried over to the next <br />meeting for consideration. <br /> <br />ORDINANCE: UTILITY RATES (2nd reading) <br /> <br /> <br />
